The Strategic Engagement Lead, Strategic Partnership and Sustainability, is responsible for leading strategic partnerships, resource mobilisation, and sustainability initiatives for the Malaysian AIDS Council (MAC) and Malaysian AIDS Foundation (MAF). The role serves as a critical interface between MAC/MAF and key stakeholders from the public sector, private sector, international agencies, and philanthropic institutions. This is part of the initiatives to foster more sustainable HIV response post Global Fund support (ie sustainability of HIVST, PrEP and others).

This includes high-level engagement with the Ministry of Health (MOH), government-linked entities, development partners such as The Global Fund, UNAIDS, WHO, and private sector companies. The Strategic Engagement Lead is also responsible for driving sustainable income through corporate social responsibility (CSR), ESG initiatives, donor development, fundraising, and social enterprise expansion.

SPECIFIC KNOWLEDGE/ SKILLS/ ABILITIES

· Proven ability to cultivate partnerships with government (especially MOH), international agencies (Global Fund, WHO, UNAIDS), and private sector.

· Understanding of ESG, CSR, and sustainability frameworks.

· Strategic and operational understanding of donor funding mechanisms, including proposal development and grant management.

· Familiarity with social enterprise development and business modelling in a non-profit setting.

· Excellent communication, negotiation, and stakeholder engagement skills.

· Strong project planning, budgeting, and execution capabilities.

· High levels of diplomacy, initiative, and cross-sectoral collaboration.

RESPONSIBILITIES AND DUTIES

Government and Public Sector Engagement

· Serve as MAC/MAF’s primary liaison to the Ministry of Health and relevant public sector bodies.

· Align partnership strategies with national health and HIV/AIDS frameworks.

· Support co-funding and joint programming opportunities with government-linked institutions.

· Participate in national health consultations and advocate for integration of community-led responses.

International and Multilateral Partnerships

· Manage relationships with agencies such as The Global Fund, UNAIDS, WHO, UNDP, and international embassies or missions.

· Coordinate funding proposals, technical reports, and participation in global health forums.

· Monitor global funding trends and align MAC/MAF strategies with international priorities.

Private Sector and Corporate Partnerships

· In line with HIV programme sustainability, design strategies for HIV projects (such as Global Fund funded HIVST & PrEP Expansion) towards a sustainable model through the following initiatives:

· Develop partnerships with corporations under CSR and ESG strategies.

· Lead engagement with chambers of commerce, industry groups, and private foundations.

· Package and present partnership proposals aligned with corporate branding and impact goals.

· Organise donor briefings, corporate roundtables, and strategic collaborations.

Fundraising and Resource Mobilisation

· Design and implement a comprehensive fundraising strategy covering unrestricted and programmatic funding.

· Lead major fundraising events including the MAF Red Ribbon Gala, public campaigns, and high-value donor engagement.

· Develop donor pipelines and secure multi-year commitments from individual and institutional donors.

· Work with communications teams to deliver compelling impact narratives and donor updates.

· Lead the revitalisation and expansion of MAC/MAF’s social enterprise initiatives to support sustainability of HIV programme such as HIVST, PrEP and other areas.

· Identify market-driven opportunities that empower communities and generate sustainable income.

· Establish strategic business partnerships with community-led organisations and social entrepreneurs.

· Monitor sales performance, customer engagement, and social return on investment.

Monitoring, Evaluation and Reporting

· Develop KPIs and outcome indicators for partnership and sustainability portfolios.

· Ensure timely submission of donor reports and funding deliverables.

· Track and report progress to the Executive Director and key stakeholders.

· Promote knowledge sharing, best practices, and institutional learning.

Other Duties

Undertake any other tasks as directed by the Executive Director to further MAC/MAF’s vision and sustainability agenda.
