Job Summary

The Staff Instrument Engineer is a key member of the E&I maintenance team and is accountable for Instrumentation maintenance and associated technical services/activities required to ensure Kebabangan (KBB) offshore electrical, field instrumentations and related equipment is operated and maintained to function safely and productively, within budget and available resources, with the objective of meeting business unit goals.

The Staff Instrument Engineer reports to the Lead, E&I Maintenance and this role is based in Kota Kinabalu (KK) in East Malaysia.

Position Overview

Primary Functions/Responsibilities:

  • HSE - Actively show leadership to support the policies, goals, efforts and programs of COP’s Health, Safety and Environmental Management System. Ensures HSE issues are given primary consideration in all activities undertaken within area of responsibility.

Primary Accountability

  • Reliability and Availability - Be accountable for all field instrumentations, electrical equipment and related systems on the KBB facilities, achieving its intent functions and achieving its designed reliability and availability figures through best engineering and maintenance practices as well as ensuring adequate level of supports (spares, tools, system, OEM and etc) are in place. Ensures equipment is maintained complaint with relevant standards.
  • Technical Advice and Support - Provide first line support and technical advice to Offshore Operation team concerning equipment operation and its troubleshooting, ensuring equipment run within its design envelope and meet its Performance Standards.
  • Managing Contracts - Monitoring of contracts/contractors performance from the perspective of ACV/cost and HSE/work performance. Manage day-to-day technical and operational issues with regards to the relevant contracts assigned.
  • Continuous Improvement - Monitor equipment performance by measuring and analyzing reliability data with the aim to improve Instrument equipment and its related system performance hence improved reliability in line with Defect Elimination work process. This includes performing root cause investigations to address equipment failures.
  • Maintenance tasks –Own and develop maintenance tasks through Reliability Centered Maintenance (RCM) and Risk Based Inspection (RBI) for existing and new Instrument equipment respectively and optimal tasks are selected and incorporated in the CMMS. Also responsible to draft job plan, material specifications, inspection check sheets, make recommendations and provide oversight on appropriate repairs for instrumentation equipment and associated machinery.
  • Financial Accountability – Responsible in providing feedback / input to the Maintenance Lead to establish the annual work plan and budget (WP&B) for all electrical equipment and its related system maintenance services. Drive to achieve overall cost efficiency in operating and maintaining the equipment without jeopardizing safety and integrity of asset.

Supporting Roles

  • Planning - Provide the necessary support to the Planning and CMMS group by giving activity input and monitoring of the short, medium and long term maintenance plans frequencies for the optimum maintenance implementation.
  • Scheduled Shutdown Maintenance (Turnaround) - Participate in turnaround maintenance planning and oversees the implementation of Field Instrumentations & Electrical equipment and related items in the plan.
  • Mentoring/Cross-training – Provide support for the coaching and developing offshore Instrumentation Technicians competence levels.
  • Management of Change - Review and make recommendations concerning changes in work scope, job specifications, task descriptions, task instruction relating to Field Instrumentations & Electrical equipment and related system in accordance to the MOC procedure.
  • Material Identification And Procurement Assistance - Assist in resolving material identification and procurement problems of electrical equipment and related items, where necessary. Review and propose change where necessary, reorder levels for Field Instrumentations & Electrical equipment and related system’s spares based from current trend consumptions.
  • Quality Assurance/Audits and Surveillance -Participate in qualifying contractors and performing quality assurance surveys as well as providing QA/QC surveillance of ongoing repair work for electrical equipment and its related system. Provide assurance that maintenance activities are carried-out per Performance Standards by ensuring management of maintenance strategies.
  • Requisitions And Work Orders - Write material requisitions and work orders for appropriate maintenance jobs, where necessary and as directed by the E&I Maintenance Lead.
  • Interface - Coordinate internally and externally for all field Instrumentations equipment and related system, establish and function within networks with other KBB or external experts and authorities regarding to related issues in order to solve the problem

HSE Roles:

  • Comply with HSE policies, Life Saving Rules, procedures, goals, and programs within the MBU HSE Management System.
  • Actively engage in and contribute to HSE communication and consultation processes.
  • Actively participate in HSE initiatives and programs that include but not limited to, Safety Observations and HSE Trainings.
  • Support company sustainability development (SD) initiatives and other environmental policies and practices.

Requirements:

  • Bachelor degree in Engineering (Electrical, Electronic Instrumentation or Control) or related discipline.
  • Minimum 12 years of working experience related to maintenance of Field Instrumentations, process control and automation of major equipment packages in offshore Oil & Gas field production and operation process.
  • Ability to use, comprehend and implement HSE policies and procedures resources
  • Solid knowledge of preventative and corrective maintenance concepts, repair procedures
  • Experienced with the use of single line drawing, schematics, ladder/logic diagram, flow diagrams, P&ID, Control Philosophy etc
  • Highly organized with the ability to maintain impeccable records and files
  • Understanding of offshore asset operational and maintenance requirements.
  • Understanding of technical scope challenges, contracting strategies, commercial and other uncertainties.
  • Able and willing to travel offshore and internationally.
