Specialist, SSHE Contractor Management
Job Description:

Responsibilities:

  • Participate in the SSHE Risk Assessment session to assess initial SSHE Risks ensuring adequate information is provided for managing the risk, controls, resources, interfaces, and compliance obligations during the term of the Contract and provide endorsement.
  • Review SSHE Mode Contract category under advice of immediate Supervisor or Head of SSHE Section.
  • Support Contract Holder in developing the SSHE Contract Requirements ensuring compliance to the SSHE Contractor Management Procedure. Activity includes to assist, review, and co-endorse the final SSHE Contract Requirement with Contract Holder.
  • Evaluate SSHE tender package submission from bidders using SSHE evaluation criteria providing assurance that Contract has effective SSHE-MS as well as controls and mitigations in place to manage all significant hazards and risks, and to undertake the contractual work in a safe manner for the company.
  • Participate in the Internal & External Post Award Meeting for successful contract while ensuring meeting agenda is aligned to SSHE Contractor Management Procedure requirements.
  • Verify the name list, CVs, and certificates of key SSHE Personnel and provide feedback to Contract Holder for final approval.
  • Review and endorse/recommend (to Supervisor and/or Head of SSHE the Contract) Contract SSHE Plans (with Bridging Document) for approval.
  • Review the Contractor SSHE Monitoring Program prior to official agreement with Contract Holder, Company Site Representative and Contractor.
  • Support Contract Holder to arrange and conduct a pre-mobilization audit as soon as possible after Contract is awarded to verify Contractors SSHEMS compliance to the Contract SSHE Plans. Attend Pre-Mobilization Kick-Off Meeting with Contractor (Site Level).
  • Track the SSHE Commencement Certificate and submission of Monthly SSHE Monitoring Program.
  • Organize Contractor Monthly SSHE Performance Review (to review submission of the SSHE Monitoring Program or SSHE Monthly Report).
  • Coordinate assigned contracts with Contract Holder which include current and future department work scopes, identify deficiencies, and propose additional improvements.
  • Monitor ACV, contract expiry, initiate replacement contracts in time to avoid loss of necessary services and operational capability.
  • Work on urgent contract requirements which include tendering, procurement, and NCR memo and where necessary prepare justifications for contract changes.
  • Review final evaluation to provide SSHE recommendations to close out Contracts.

Requirements:

  • Advanced Diploma in SSHE or in any field related to Exploration & Production, Construction, Manufacturing industry and/or Competent Safety & Health Officer with Malaysia recognized SSHE competency certification.
  • Minimum 7 years relevant experience in understanding SSHE Contract for Oil & Gas Exploration and Production business operation or any similar industry.
  • Quality written and oral skill in English.
  • Computer and system literacy skills.
  • Ability to work with diverse group of people ranging from outside contractors, technical staff to on site operations staff.
  • Strong organizational, prioritization, and team building skills.
