Job Description
As a Senior Project Engineer (LT-2 Team Member), you will be accountable for the successful delivery of assigned projects, both technically and commercially. You will embody the SMDS Culture of Lead with Courage, make it Happen, and Make it Better, collaborating across teams to drive the site toward Best-in-Class performance as the world’s leading Gas-to-Liquids Specialties facility.
- Project Delivery & Governance
Lead brownfield projects through the Define and Execute stages, ensuring compliance with Shell standards, regulatory requirements, and local codes. Support the Portfolio Project Manager in applying SEAM standards, including Manage Projects, Management of Change (MoC), Project Management Framework, and DCAF Site assurance.
- Front-End Development Oversight
Provide input and review for Front-End Development documentation prior to transitioning from Select to Define phase. Ensure PCAP verification and readiness for Define phase entry. - Capability Development & Resource Deployment
Mentor junior project engineers and support resource planning for Project Engineering and Project Services to meet both short- and long-term site objectives. Promote continuous learning and improvement within the Project Engineering team. - Instrumentation & PACO Expertise
Leverage your multi-disciplinary background in Instrumentation and PACO to:- Lead detailed engineering design, calculations, and documentation for instrumentation-related projects and plant changes.
- Develop technical specifications, evaluate vendor proposals, and coordinate with contractors and vendors.
- Enhance instrumentation reliability and proactively manage obsolescence.
- Improve maintenance processes and documentation, including ITPs, checklists, and condition monitoring.
- Support IPF classification and ensure SIL compliance, implementation, and testing.
- Troubleshoot and resolve reliability issues, recommending improvements.
- Prepare instrumentation scopes for maintenance, campaigns, projects, and turnarounds.
- Initiate and implement MoC processes for instrumentation-related changes.
- Collaborate with Production, Maintenance, and Technology teams to ensure instrumentation assets perform per process intent, including assurance activities and technical coaching.
Responsibilities
Oversee the end-to-end delivery of the SMDS project portfolio, ensuring alignment with business strategy, safety, quality, cost, and schedule targets. Drive integration across functions, optimize project execution, and support long-term planning and asset readiness
- Lead SMDS project portfolio from selection to operation.
- Champion long-term planning by integrating brownfield and growth strategies.
- Ensure safe, on-time, and on-budget delivery by collaborating with MTAC, Production, Engineering, and Technology.
- Streamline project delivery processes with cross-functional input.
- Ensure tools, resources, and assurance processes are in place and effectively used (e.g., ORS, PCAP).
- Communicate project status to leadership, DRBs, and external stakeholders.
- Act as the single point of contact for project-related issues; manage risks with Production teams.
- Coordinate with MTAC for effective execution of plant changes and turnarounds.
- Foster strong interfaces across departments to ensure integration and resource alignment.
- Promote safety leadership and coach project engineering staff and contractors.
- Manage project budgets and identify cost-saving opportunities.
- Ensure compliance with Shell and regulatory standards in project execution.
- Maintain engineering data systems (AIM, SAP, IMS, EDW, VT).
- Deliver Project-to-Asset (P2A) transitions for assigned projects.
- Support governance processes (DRB, SteerCo, Assurance) as needed.
- Track and embed key project indicators in execution plans.
- Recommend improvements to engineering/design standards.
- Oversee resolution of project issues.
- Build relationships with external stakeholders and authorities.
- Manage hardware changes across the SMDS plant.
- Oversee strategic and plant-level asset information management.
- Coach and manage performance of junior engineers.
- Execute special assignments from the Portfolio Project Manager.
Requirements
- Bachelor’s degree in engineering (Electrical, Electronics, or Instrumentation & Control), with proven experience in instrumentation and project delivery within the oil & gas sector.
- Strong background in instrumentation engineering, process control, automation, and hands-on experience in design, troubleshooting, maintenance, or assurance in a manufacturing environment.
- Familiarity with Shell DEPs or equivalent industry standards is an advantage.
- Skilled in Root Cause Analysis and other structured problem-solving methodologies.
- Demonstrated ability in coaching, cross-functional collaboration, and effective communication.
- Experienced in managing multi-disciplinary projects and plant modifications.
- Willing to relocate and work in Bintulu, Sarawak.
