Job description

Purpose of Job

The objective of this position is to provide analysis, support and recommendations in matters of state policy and advocacy for conservation to monitor forests in Sarawak, focusing primarily on permanent forest estates and productions forests on State land, for any forms of destructive and illegal forest clearance encroachment activities and development through strategic means by influencing end-users, enforcement agencies and the private sectors to push for greater governance. The Programme Officer shall support the other relevant Landscape Managers and/or Team Leaders working on the respective strategies under the Sarawak Conservation Strategy.

In specific, the job entails:

  1. Policy analytics for forest and other environment-related policies for Sarawak. Keeping up-to-date on policy matters associated with forest and other environment-related in Sarawak.
  2. To support and work closely with stakeholders in PES pilot study work leading to improved watershed Management.
  3. To review and support EIA (infrastructure) reviews for analysis that leads to advocacy for the government to improve laws, guidelines and policies on addressing and monitoring forest degradation and destruction, including large scale conversion of natural forests.
  4. Providing technical support to the Senior Manager (Thematic), Head of Conservation Sarawak or other officers, in any reasonable form and manner that may include but not limited to preparing presentation papers, or drafting of technical documents.
  5. Participating wholeheartedly in the general activities of WWF-Malaysia, particularly events and activities that require the full support and participation of all staff, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities upon permission obtained from the Senior Manager (Thematic) or Head of Conservation Sarawak.
  6. Any ad-hoc task by supervisor.

In addition, the job also requires:

  1. Attending meetings/seminars/forums/workshops that promote WWF-Malaysia conservation policies and objectives, including participation in forums organised by WWF at national or international level.
  2. Developing and implementing strategies, action plans, and activities in relation to specific targets specified in the Sarawak Conservation Strategy and Policy work plan. To liaise with stakeholders, organise workshops, prepare budget, reports, documents, presentations and other materials as required, fulfilling the work plan.
  3. Recommending policies that will ensure better governance of the forestry, palm oil and smallholder plantation sectors.

Key Output

  1. Effective implementation of the FLM Strategy and the overall Sarawak Conservation Strategy.
  2. Reports on the outcomes of monitoring and evaluation on FLM activities, including quarterly progress reports and Technical Progress Reports.
  3. Periodic minutes of meetings and field reports.
  4. Close monitoring and periodic reports on financial status and project spending.
  5. Provide analysis, support and recommendations in matters of state policy and advocacy for conservation.
  6. Engagements with stakeholders that deliver positive and cohesive conservation outcomes.
  7. Documentation of reviews and monitoring for adaptive management measures.

Specifications

  1. A graduate with a relevant degree OR professional background.
  2. Minimum 3 years of working experiences in the field of environmental conservation, or relevant fields, preferably with knowledge on environmental governance. Experience engaging with communities and private sectors would be an advantage.
  3. Must be knowledgeable of current conservation and environmental issues in Sarawak.
  4. Mature, able to work with minimal supervision, and has the capacity to act on issues with professionalism.
  5. Must be computer literate and have the ability to use appropriate technology for presentation to partners, stakeholders and potential donors.
  6. Excellent written and oral skills in English and Bahasa Malaysia. Being conversant in local dialects is an advantage.
  7. Good interpersonal skills, innovative thinking, versatile ability to work in a team and work independently.
  8. Pleasant disposition, hardworking, team player, committed and dedicated to the conservation cause.
  9. Good understanding of current issues especially having knowledge on environmental and conservation issues.

Salary Range

RM4,300 - RM5,500
