Procurement | Full-time

VTTI is looking for a skilled and driven Senior Procurement Officer to join our growing procurement function at the ATB Terminal in Johor, Malaysia. In this key position, you will play a strategic role in shaping procurement operations, developing supplier relationships, and driving cost-effective, compliant procurement practices across the terminal.

You will work closely with technical, operational, and finance teams and report directly to the VP Procurement and the Terminal Finance Manager. This role offers significant room for ownership, innovation, and international collaboration – all within an exciting global energy environment.

Your responsibilities

• Develop and implement strategic procurement plans that drive savings, performance, and compliance
• Lead the negotiation and management of regional framework agreements, including service level agreements (SLAs)
• Execute the procurement policy with a strong focus on process integrity and auditability
• Collaborate with internal stakeholders and suppliers to identify improvement and optimization opportunities
• Supported by a dedicated Buyer to handle purchase order administration

Your initial focus areas

• Build relationships with key stakeholders to understand business needs and spend footprint
• Analyse the current supplier base and legal framework
• Develop a plan for addressable spend through consolidation and economies of scale

What you bring

• Technical background in Mechanical, Instrumentation or Process Control; MBA in Supply Chain is a plus
• 8–10 years of experience in technical procurement, including EPC, CAPEX & OPEX contracts at regional level
• Strong project management and negotiation skills, with experience using structured sourcing methods
• Analytical, structured, and results-oriented
• Excellent communication skills and fluency in English
• Able to operate at both strategic and operational levels
