Job summary

A leading company in the highway sector is seeking a Procurement Lead to oversee and enhance procurement strategies and contract management practices. This role requires significant experience in managing complex infrastructure projects and compliance with regulatory requirements. Job description

  1. Lead the execution and governance of procurement and contract management strategies, ensuring best practices are consistently applied across pre- and post-contract stages to maximize value for money and ensure compliance with regulatory requirements.
  2. Oversee end-to-end sourcing processes for goods and services, providing strategic guidance on requirement validation, cost estimation, vendor identification, risk mitigation, and commercial negotiations to achieve optimal procurement outcomes.
  3. Direct and supervise tender processes, including the development of tender strategies, evaluation frameworks, and selection criteria, while collaborating closely with cross-functional technical and legal teams to ensure transparency and fairness.
  4. Manage high-value and complex post-award contract obligations, including strategic oversight of rate rationalization, contract administration, certification of payments, assessment of variation orders and time extensions, and facilitation of final account closures.
  5. Drive procurement policy alignment and continuous improvement, ensuring internal practices are in line with evolving company goals, market conditions, and government procurement policies and frameworks.
  6. Establish and oversee contractor performance evaluation systems, incorporating structured stakeholder feedback to inform vendor performance reviews and future procurement decisions.
  7. Lead the development of procurement analytics and cost/value benchmarking tools, leveraging historical data to support executive decision-making, project planning, and budgeting.
  8. Champion innovation and transformation in procurement practices, identifying opportunities for process optimization, digitalization, and strategic sourcing to enhance operational efficiency and governance.

Requirements

  • A recognized Bachelor's Degree in Quantity Surveying or a related discipline.
  • A minimum of 15 years of experience in project management and contract administration, with a strong track record in overseeing large-scale infrastructure developments.
  • Prior experience in highway projects is highly desirable, particularly in managing procurement strategies, contract negotiations, and project delivery within complex, multi-stakeholder environments.
