JOB SUMMARY
The Senior Manager in the Social Policy Research section plays a critical role in supporting the Head in setting the strategic direction and delivering impactful research and advocacy initiatives. As subject matter expert in social services and financing, this position involves leading key research projects, managing stakeholder engagement strategies, and providing operational leadership to ensure the seamless execution of the section's priorities. The role focuses on aligning research outputs with organizational goals and offering policy recommendations tailored to various levels and needs. Acting as a bridge between the Head and the team, the Senior Manager facilitates effective collaboration and productivity while contributing to the section’s thought leadership and fostering a culture of innovation and continuous improvement.
JOB RESPONSIBILITIES
Research and Advocacy
- Strategize, guide and drive the development and successful execution of EPF’s research agenda, focusing on the diverse spectrum of social well-being, particularly in domains related to the SHINE-M framework (Shelter, Housing, Income, Nutrition, Education, Mobility)
- The individual is expected to possess strong managerial and research skills and is a subject matter expert in social services and financing such as health, social care and education.
- Ensure the quality, relevance, and impact of research outcomes, translating findings into actionable insights for internal and external stakeholders
- Lead and guide the development of strategic engagement initiatives with high-level external stakeholders, including ministries and other government agencies, international organisations, NGOs and research bodies
- Advocate and influence policy discussions and ensure the organisation’s position is effectively represented in key forums
- Establish and maintain a framework for evaluating the impact of research on public policy and social welfare initiatives
- Assist in the execution of events and programs organized by the Department to ensure their smooth operation, including managing interactions with relevant vendors and speakers.
- Assist in adhoc requests as and when required by Head Of Department or Head Of Section or other delegated tasks within the department.
Supervisory and strategic role
- Review the research work and other materials prepared by team members to ensure quality and accuracy
- Supervise and develop a high performing research team that meets agreed objectives, ensuring high-quality work and alignment with organisational’s objectives
- Collaborate with other sections in projects or activities in line with enterprise strategy and business goals
- Develop and implement strategic research initiatives that align with the organisation’s long-term goals and support the mission of enhancing Malaysia social well-being and social protection.
- Evaluate and adapt research strategies based on emerging trends, policy shifts, and organisational needs, ensuring that EPF stays at the forefront of social policy research
REQUIREMENTS
- Malaysian citizen
- Possess a Bachelor Degree or Bachelor Degree (Honours) in Economics, Business Management, Finance, Mathematics, Statistics, Engineering, Public Policy, Data Analytics, Law, Marketing, Communication or equivalent qualifications recognised by the Government from any local or overseas higher learning institutions; Masters/ PhD qualification is an added advantage
- Minimum 13 years of professional experience in research, policy formulation and strategy
- Strong foundation in research methods and data analysis
- Excellent in writing, presentation and communication.
- Good analytical skills specifically in analysing quantitative and qualitative ecconomic and social indicatorsand data
- Strong managerial and strategic thinking skills, with the ability to coordinate multiple research activities simultaneously
- Proficient in computer software and statistical packages, including Word, Excel, PowerPoint, Power BI, Tableau, E-Views, and Stata
- Ability to multitask and perform under pressure in a dynamic, fast-paced environment
