Job summary

A leading organization in digital transformation is looking for a Senior Manager, Operations to oversee key operational functions. This strategic role will involve financial oversight, human resource management, governance reporting, and stakeholder engagement to ensure efficient operations. Ideal candidates will have extensive experience in operations and a solid background in leadership, especially within government-linked companies. Fluency in both Bahasa Melayu and English is essential.

Qualifications

The Senior Manager, Operations is a strategic leadership role responsible for managing and optimizing core operational functions across the organization. This includes oversight of financial planning and reporting, human resource operations, administrative processes, facilities management, governance reporting, and stakeholder engagement. Reporting directly to the CEO, the role ensures smooth day-to-day operations while driving strategic initiatives that support the agency’s mission to lead digital transformation within the state. The incumbent will ensure operational excellence through implementation of SOPs, staff development, and effective coordination with government and strategic partners.


MAIN RESPONSIBILITIES

1. Financial Oversight
• Oversee the annual budgeting process.
• Manage quarterly financial reporting to the Board of Directors.
• Support the annual audit process in coordination with finance and external auditors.

2. Human Resource Oversight
• Oversee routine HR processes, including staff onboarding and offboarding, training
programs, counselling and coaching, performance and wage reviews, workplace
discipline, health and safety practices, conducting screening interviews.

3. Governance & Reporting
• Supervise and support the preparation of quarterly updates and reports to the Board.
• Coordinate weekly program updates to the State Executive Council (Exco).
• Ensure timely and accurate reporting to key stakeholders, including the Board, Exco,
CMI, and SUK.

4. Strategic & Executive Support
• Support the CEO in the preparation of policy papers and project proposals.
• Contribute to organizational planning and strategic execution.

5. Operational Leadership
• Oversee day-to-day operational processes, including the upkeep and maintenance of building facilities, as well as other logistical and administrative support functions.
• Responsible for reviewing, updating, and enforcing Standard Operating Procedures
(SOPs) to ensure efficient and standardized operations.

6. Stakeholder Engagement
• Maintain effective liaison and coordination with government entities and strategic
partners including Chief Minister Incorporated (CMI), State Secretary Office (SUK),
Board of Directors, State Executive Council (Exco).

REQUIREMENTS

• Minimum 10 years’ professional experience in finance, human resources, operations and administration management.
• Strong background in budgeting and financial reporting, audit support and compliance, HR operations and staff development, SOP implementation, stakeholder engagement, and driving operational efficiency.
• Candidates with prior experience in senior leadership or managerial roles, especially in GLCs or in working with government entities, will have an added advantage.
• Knowledgeable in technology trends and digital transformation efforts
• Fluent in both Bahasa Melayu and English, spoken and written.
• Comfortable with public speaking and communicating both verbally and in writing.
• Malaysian Citizen.

QUALIFICATIONS

• Diploma/Degree in Human Resources, Business or Finance or related field
