A leading company in Malaysia is seeking a Learning and Development Manager to spearhead the creation of impactful learning programs. This role involves comprehensive oversight of employee training, performance management frameworks, and fostering collaboration across teams to drive performance. The successful candidate will have extensive experience in organizational development, a strong grasp of adult learning principles, and be adept at utilizing emerging technologies to enhance learning initiatives.

Qualifications

  • 8+ years of experience in learning and performance management.
  • 3+ years in a managerial role.
  • Relevant certifications like CPLP or SHRM-SCP.

Responsibilities

Here's How You Will Add Value:

Learning & Development

  • Develop and implement a comprehensive learning and development framework that supports employee growth and company upskilling and certification needs.
  • Design, delivery and evaluation of leadership development, technical training, compliance training and professional skills programs.
  • Partner with business leaders to conduct needs assessments and identify skills gaps and development prioities

Performance Management

  • Design and implement the organization’s performance management framework, ensuring alignment with business objectives and a focus on continuous feedback and growth.
  • Implement strong practices for goal setting, performance reviews, performance coaching and development planning.
  • Train managers and employees on performance management processes, tools and technology
  • Facilitate performance coaching conversations and conduct talent reviews to support performance calibration and rewards alignment.

Program Design & Delivery

  • Oversee the development and deployment of learning programs using a blended approach, including e-learning, instructor-led training and self-paced resources.
  • Ensure programs are measureable and support competency development and performance outcomes.
  • Leverage learning analytics and evaluation tools to measure effectiveness and impact of learning initiatives.

Technology & Budgets

  • Manage and promote the Learning Management System (LMS) for optimum user adoption and utlization.
  • Develop and promote the performance management platform for optimum user adoption and utilization.
  • Stay informed of emerging technologies and recommend innovative learning tools and platforms.
  • Manage learning budgets effectively and optimise Human Resource Development Fund grants and expenses.

Team Leadership & Collaboration

  • Lead and mentor direct reports
  • Advise, facilitate and manage vendors and external consultants effectively
  • Build strong cross-functional partnerships across business units to integrate learning and performance solutions

What you'll need to succeed:

Qualifications

  • Bachelor's degree in Human Resources, Organizational Development, Education or related field
  • Relevant certifications (CPLP, SHRM-SCP, SPHR, CPTD)

Work Experience

  • 8+ years of progressive experience in learning, capability development and performance management
  • 3+ years of experience in a similar managerial or leadership role
  • Experience in implementing and managing exterprise-wide performance management systems and LMS platforms

Skills & Competencies

  • Strong knowledge of adult learning principles, instructional design models
  • Strong knowledge of performance improvement methodologies
  • Proven track record in developing and facilitating learning programs
  • Strong analytical and data-driven decision making ability to evaluate learning and performance effectiveness
  • Strong communications and facilitation skills
  • Able to influence and manage stakeholders for collaboration and win-win outcomes
  • Strong project and change management skills
  • Strong coaching and leadership development skills
  • A self-starter and able to work independently, while collaborating across teams
  • Fluent in English and Bahasa Malaysia (fluency in Mandarin is advantageous)
