A global leader in optical communication seeks a Senior HR Manager to oversee HR functions in Malaysia. This role includes developing HR strategies, managing compliance, and facilitating talent acquisition for expanding operations. Ideal candidates will possess deep knowledge of Malaysian labor laws and be fluent in Mandarin to liaise with headquarters.

Salary Range: RM 15,000 – RM 20,000 per month

About the Company:
Our client is a global leader in optical communication, maritime communication, and EMS (Electronics Manufacturing Services). Headquartered in Shenzhen with over 1,000 employees, the company operates manufacturing facilities and branches across Malaysia, Hong Kong, and other regions. With expanding operations in Malaysia, including two active factories and a third under construction, the company is poised to become a regional production hub.
Key Responsibilities:
Lead the full spectrum of HR functions, including recruitment, performance management, talent development, compensation & benefits, employee relations, and compliance.
Develop and implement HR strategies aligned with the company’s rapid growth and expansion plans in Malaysia.
Partner closely with senior leadership and functional managers to support organizational design, workforce planning, and cultural integration.
Ensure HR policies, procedures, and practices comply with Malaysian labor laws and align with group headquarters.
Manage end-to-end HR operations for a workforce of 500+ and growing.
Play a key role in talent acquisition for manufacturing operations and build a high-performance HR team.
Support localization efforts and cross-border HR coordination with headquarters in China.
Requirements:
Bachelor's degree in Human Resources, Business Administration, or related fields.
Minimum 8 years of HR management experience, preferably in a manufacturing or EMS environment.
Mandarin speaking is mandatory, as frequent communication with the Chinese HQ and stakeholders is required.
Strong knowledge of Malaysian labor laws, HR best practices, and talent development strategies.
Proven leadership skills with the ability to work in a dynamic, fast-paced, and multicultural environment.
Experience in scaling HR operations during business expansion is a strong advantage.

1. Current Progress
Existing Facilities: The company has already launched operations in two factories focused on contract manufacturing for optical communication and maritime products.
Ongoing Construction: A third factory is currently under construction and is expected to begin operations in the second half of 2023. This facility may serve either for production capacity expansion or to introduce a new business line.
2. Future Expansion Plans
Self-Built Facility: The company is planning to acquire land for constructing a new facility, signaling a long-term strategic commitment. This move aims to reduce rental costs and enhance asset control. Key factors under consideration include proximity to ports or industrial zones, investment scale, and whether the facility will adopt new technologies or production lines.
Growth Outlook: The company anticipates that its operations in Malaysia will surpass those in China.
