• Assist and enable the line manager to develop the Governance and Corporate Compliance function responsible for overseeing compliance of the Group's corporate functions
• To support the setting and facilitation of the Group's Compliance framework, policies and standards, and that appropriate processes are followed to ensure that policies and standards are adhered to by relevant GHO functions.
• To assist the Group's compliance to the HKIA's Groupwide Supervision regime (GWS), actively contribute to the Group in managing the Group's relationships with its regulators with primary reference the HKIA as group-wide supervisor.
• To coordinate and drive the Compliance governance, reporting and MI processes, and that they operate effectively - a critical component in providing assurance to the Group Board that GWS regulatory requirements and compliance risks are being managed within risk appetite.
• To support the line manager to evolve the function as Centre of Expertise for governance and corporate compliance, including GWS, and provide compliance opinion, advice and challenge in relation to the scope of the function. This includes the continuous support and contribution in the Compliance transformation initiatives, project management that making Compliance processes more efficient, agile and automated.
Compliance of the Group's corporate functions
- Support the maintenance of the Group F&P policy and handbook, with HR and CoSec for the execution of the internal procedures including the relevant F&P assessments.
Compliance framework, policies and standards for the Group- Implement and support the regular review of a comprehensive set of Compliance policies and manuals for the Group.
- Support the regular review of Group Compliance Framework to ensure it is updated to reflect the latest compliance risk profiles and Group principles.
Compliance governance, reporting and MI processes- Support the operationalisation of the Group Compliance Committee (GCC) that also covering the Terms of Reference, coordination and Secretariat activities, etc.
- Assist the line manager to closely monitor, track and update status of material issues raised by LBUs and act accordingly to support a robust governance process.
- Constructively support the development and alignment of management and reporting information with Group Risk COO Reporting team to enable the Group Board and Board-appointed committees, the Group Executive Risk Committee (GERC) and GCC to discharge their governance and oversight responsibilities in relation to compliance.
- Collaborate to assist stakeholders to ensure that regulatory, conduct and AML risks are identified, appropriately assessed and monitored by relevant parties, in conjunction with the Group's non-financial and operational risk functions.
- Prepare and propose the initial reporting drafts under the guidance of the line manager to enable timely and effective reporting for Board and Board-appointed Committees, the GERC and GCC . In conjunction with the Group Risk COO Reporting function, ensure that all material issues are reported appropriately for Group-level reporting, including to the Group Boards, and Board-appointed Committees.
- Provide necessary contribution to the assessment of Group's risk profile relative to risk appetite and provide technical advice and reports to committees as appropriate.
Compliance to HKIA GWS Regime including Advisory for Regulatory and Change Management- Fully support the line manager on the end to end attestation of GHO relevant to Compliance with GWS regime (include review, refresh of requirements and framework changes that relevant to the GWS attestation process).
- Collaborate and provide ongoing advice, guidance to and oversee the activities to be delivered by the GWS administrator to ensure an effective attestation process.
- Effectively coordinate and support the development and delivery of a risk-based programme to oversee compliance of GWS, including supporting the team on the development of GWS compliance toolkit and processes within eGRC / PRISM, together with GGM and OpRisk.
- Regularly monitor, assess and report GWS regulatory changes, developments, trends & insights with implication to the Group, and alert the team and line manager. Also provide advisory and assessments for HKIA regulations/changes, new directives/orders, approval conditions, intervention requirements, etc and manage regulatory changes (if any).
