1 Utama Shopping Centre is seeking a Senior Executive, Risk and Compliance, E-money to lead regulatory and risk initiatives for our e-money platform. You will shape policies, oversee compliance controls, and ensure adherence to AML/CFT and KYC/eKYC requirements.

We are an e-money issuer licensed by Bank Negara Malaysia (BNM). We own and operate 1PAY, which is the official e-wallet of 1 Utama Shopping Centre, providing shoppers with payment and car parking convenience with no transaction charges while rewarding them with ONECARD UPoints.
We are looking for an ambitious, analytical mid-senior professional to join our Risk and Compliance team. This role is ideal for a candidate with a background in banking, e-money, or financial services who possesses a legal qualification or legal operations experience and seeks strategic ownership of regulatory frameworks.
Draft, review, and update internal compliance policies, standard operating procedures, and governance frameworks.
Interpret Bank Negara Malaysia (BNM) policy documents, guidelines, and regulatory requirements (particularly e-money, AML/CFT, and ICTF frameworks) to ensure company-wide alignment.
Provide early-stage compliance and legal risk assessments on new e-wallet features, merchant offerings, and commercial partnerships prior to product launch.
Review and verify manual and electronic Know Your Customer (eKYC) submissions.
Perform Enhanced Due Diligence (EDD) on high-risk retail customers, corporate accounts, and key merchant partners.
Conduct risk screening of new and existing customers and merchants against sanctions lists, Politically Exposed Persons (PEPs) lists, and adverse media databases.
Evaluate, approve, or elevate screening findings based on established institutional risk levels.
Assist in developing, implementing, and fine-tuning automated alerts for transaction monitoring.
Investigate flagged suspected fraudulent or suspicious transactions, compile detailed reports, and coordinate with internal teams to mitigate fraud risks.
Maintain and update risk matrices for customer risk profiling and institutional risk assessment.
Perform periodic risk assessments to evaluate internal controls, identify operational gaps, and implement risk mitigation strategies.
Drive strategic compliance frameworks and represent the function in executive board presentations and direct BNM engagement.
Draft formal regulatory correspondence, compliance self-assessments, and official responses to central bank queries.
Assist in ensuring operational compliance, including developing training programs across the organization.
Advisory to internal operational teams on regulatory and compliance matters.
Bachelor’s degree in Law (LLB), Risk and Compliance, Banking, Finance, Business, Accounting, or a related field.
3 to 5 years of relevant experience in compliance, regulatory affairs, risk management, or operational audit within banking, e-money issuers, fintech, or BNM-regulated financial institutions.
Direct experience liaising, interacting, or managing relations with Bank Negara Malaysia (BNM), including handling regulatory inquiries, submissions, or audits.
Practical familiarity with operational audit methodologies, internal control evaluations, and risk mitigation tracking.
Strong working knowledge of BNM regulations, AML/CFT/TFS guidelines, KYC/eKYC requirements, and regulatory reporting procedures.
A legal background (LLB degree or legal exposure) with experience interpreting statutory regulations, BNM policy documents, and contracts is highly advantageous.
Good written communication, structured analytical thinking, sound commercial judgement, detailed and confidence in engaging executive stakeholders.
