Senior Executive, Numbering and Electronic Addressing Management

Manage the end-to-end administration of numbering resources, including assignment, suspension, cancellation, surrender, number portability, and policy-related matters, to ensure fair, transparent, and efficient utilisation in accordance with regulatory frameworks. The position also leads the preparation of approval papers and amendments to the Numbering and Electronic Addressing Plan (NEAP), coordinates with stakeholders and international bodies to safeguard national interests and implements quality management and business continuity measures to uphold regulatory excellence and operational resilience.

Job Responsibilities:

Manage applications for numbering resources to ensure fair, transparent, and efficient assignment in accordance with the Numbering Regulations 2016 and NEAP.

Evaluate and review all numbering applications to ensure compliance with established evaluation criteria.

Maintain the Numbering Management System (NUMSYS) to ensure the system remains updated and operational.

Plan and monitor numbering resource utilisation to ensure alignment with strategic objectives and efficient resource use.

Conduct audits and usage reviews of assigned numbers to ensure correct utilisation and enforce corrective action where necessary.

Monitor and respond to technical numbering enquiries to protect consumer rights and uphold regulatory clarity.

Prepare approval and/or information papers for numbering assignment, cancellation, and surrender, as well as policy proposals and NEAP amendments to support effective regulatory decision-making and ensure compliance with procedural requirements.

Represent the organisation in technical numbering forums (e.g., ITU-T SG2, SG20) to safeguard national interests and stay informed on global developments.

Quality and Business Continuity Management System

Implement quality management processes for the unit to ensure effective adherence to QMS standards.

Collaborate on QMS activities to support continuous process improvement and regulatory excellence.

Lead the development and maintenance of the department's Business Continuity Management (BCM) plan to ensure operational resilience and preparedness during disruptions.

Others

Participate in internal and external working groups to maintain active stakeholder engagement and alignment on numbering matters.

Identify and address development and training need to support continuous capacity building in numbering-related functions.

Qualification and Work Experience

Bachelor’s Degree or professional qualification from a leading university, preferably in Engineering (Telecommunications/Communications/Electronics) or Information Technology.

Preferably 4-8 years of work experience, preferably in a regulatory environment.

Familiar with telecommunications or communications network/numbering related/technology.

Experience in project management, analytical reporting, and public relations.

Proficiency in proposal and policy writing.
