Overview
We are seeking a highly organized and proactive HR & Administration Senior Executive / Supervisor to lead HR and office operations for our Malaysian office. This role combines full-cycle HR management—including local and expatriate staffing, payroll, performance reviews, and policy implementation—with day-to-day administrative oversight such as office operations, vendor coordination, and facility management. The ideal candidate is experienced in cross-border collaboration, familiar with Chinese company practices, and capable of ensuring compliance with Malaysian labor laws and regulatory requirements while supporting a dynamic, startup-like environment.
Responsibilities
Human Resources Management
- Lead full-cycle local hiring – from job posting and resume screening to interview coordination, offer issuance, and onboarding.
- Support expatriate staffing coordination as needed.
- Designing competitive, locally compliant compensation structures.
- Support monthly payroll processing, bonus calculations, and coordination with external payroll providers.
- Implement a simple yet effective performance review process, including probation assessments and annual evaluations.
- Ensure all employment practices comply with Malaysian labor laws, EPF, SOCSO, and EIS regulations.
- Manage employment contracts, onboarding/offboarding, and employee inquiries.
- Help develop and roll out core HR policies (e.g., attendance, leave, code of conduct).
- Establish HR recordkeeping and basic HRIS practices.
- Organize orientation programs for new hires and support employee development initiatives.
Administrative Support
- Oversee daily office operations, including facility management, procurement, and vendor coordination.
- Handle travel arrangements, meeting scheduling, document filing, and general office administration.
- Maintain a professional and efficient working environment.
Facility Setup & Operational Licensing
- Coordinate with local authorities, consultants, and internal teams to secure essential pre-operational permits and licenses.
- Track application timelines, prepare documentation, and ensure compliance with regulatory requirements.
- Act as the internal coordinator between technical teams, legal advisors, and government agencies during the setup phase.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field
- Fluent in English; Mandarin or other languages are a plus
- Minimum 5 years of HR and administrative experience
- Prior experience working in a Chinese company, or with China-based teams, is highly preferred
- Familiarity with multinational teams and cross-border collaboration
- Strong organizational, communication, and problem-solving skills
- Proactive, self-driven, and adaptable to a dynamic startup-like environment
- Certification: Holding CIPD, SHRM, or equivalent HR certification
