Senior Executive, Ground Operations Risk Management

Reports To

Senior Manager, Airport Services Safety & Quality Assurance and DG Coordinator

Role Purpose

Plan, implement, review, and monitor quality assurance programs across Airport Services to ensure ongoing compliance with regulatory requirements and conformance to corporate safety policies and procedures.

Key Accountability

1. Manage, measure, track, and monitor the execution of independent and comprehensive Quality & Safety Programs to assess the adequacy, integrity, effectiveness, and efficiency of Airport Services operations across the Group, with regular check-points on QA status.
2. Implement, track, and monitor a surveillance system, proactively initiate sampling inspections, and conduct spot checks within Airport Services operations to enforce compliance with regulatory frameworks, including the Malaysian Department of Civil Aviation, SOPs, and Manuals.
3. Organize and execute independent audits of Airport Services operations at all bases, line stations (Domestic & International), and GSPs to ensure compliance with regulatory requirements and corporate standards.
4. Lead, conduct, and report on Airport Services-related accident/incident investigations to gather input for preventive measures, aiming to institutionalize accident prevention.
5. Design, develop, implement, and track a Safety Management System within Airport Services and vendors to maintain safe, secure, and environmentally friendly operations, compliant with relevant regulations (e.g., DCA, COSH, DOSH, NIOSH, MAB, SOCSO, Sirim, Bomba), minimizing non-compliance risks.

Qualifications & Working Experience

• Degree in any field with a minimum of 2 years' experience in the aviation industry.
• Diploma in any field with a minimum of 4 years' experience in the aviation industry.

Skills & Knowledge

• Comprehensive understanding of audit processes (internal and external), with strong knowledge of auditing theories and techniques.
• Familiarity with aviation regulatory standards: CAAM, SAFA, IOSA.
• Knowledge of Safety Management Systems (SMS) and Quality Assurance (QA) frameworks, with familiarity in airline and airport operations and regulatory safety requirements worldwide.
• Competence in performance tracking, findings closure, and report compilation.
• Experience in contract and SLA management.
• Advanced knowledge in Safety Management System-centric accident/incident investigation.

Key Challenges

• Coordinating audit readiness across multiple stations with varying compliance levels.
• Managing multiple audits and budget responsibilities.
• Ensuring documentation is accurate, updated, and accessible during inspections.
• Promptly closing hazard reports and implementing corrective actions within timelines.
• Coordinating effectively with multiple stakeholders during audits, investigations, and risk assessments.
