About ConocoPhillips Malaysia

ConocoPhillips has varying stages of exploration, development and production activities across Malaysia, with working interests in six production sharing contracts (PSC). Four of these PSCs are located in waters off the eastern Malaysian state of Sabah: the Kebabangan Cluster (KBBC) and Ubah Cluster PSCs, which we operate, and two partner operated blocks, Block G and Block J. We also operate another two PSCs: Block WL4-00 and Block SK304 in waters off the eastern Malaysian state of Sarawak.

Basic Purpose / Accountabilities:

Accountable for the procurement/acquisition of materials, equipment and services through effective contracting practices and ensuring that they are obtained at competitive prices, delivered within the required time frame, meeting specifications and quality under the best terms and conditions in order to provide the best value to the Company.

Primary Functions/Responsibilities:

  1. Develop and execute contracting strategies, including driving commerciality in contracts via alignment of the scope of work, technical evaluation criteria and commercial model to address HSSE, commercial, schedule and execution risks not to mention timely request for approval, and in full compliance with PETRONAS Procurement Standard (PPS) and Governing Standards.
  2. Support Contract Holder (CH) in driving post-award contract management, encompassing effective contractor performance, contract compliance, early identification of risk(s) and mitigation plan, and timely changes to contract where necessary to avoid non cost recovery.
  3. Drive the Local Content Agenda by ensuring tender and contract strategies are designed in accordance with PETRONAS’ and Sabah State government’s guidelines; generate and present reports/updates and analysis within the stipulated timeline and upskill local vendors’ capability in tender participation, in order to meet the local content spend target and objective.
  4. Establish long term category strategy for specific contract/scope portfolio that consider Company’s overall business/operational demand, changes (threat and opportunity) in the market forces/ capability and governance, not to mention the consideration of market capacity and capability to enable Company to proactively deliver contracts that are relevant or suitable in any circumstances.
  5. Build capability within Supply Chain Management and CH team on pre- and post-award management processes, drive continuous improvement and provide a strong commercial influence in the thinking and behavior of contract users so that contract scope is delivered on time and within cost.

Requirements:

  • Degree in any Discipline, preferably Law, Business, or Quantity Surveyor.
  • Minimum 8 years of working experience in Supply Chain Management (Sourcing and Contracting) in the Oil and Gas industry.
  • Conversant with PETRONAS Upstream procurement procedures and guidelines eg.PPS.
  • Familiar with various types of contract models, risk reward mechanisms and contract remedies.
  • Good communication and presentation skill and strong enquiry and interpersonal skill.
  • A team player but also self-driven and result driven.
