Job summary

Xircle Talent in Malaysia seeks a senior executive to lead the full lifecycle management of diverse construction initiatives across retail, residential, hospitality and infrastructure. You will drive contractual integrity, optimize design efficiency, and steer stakeholder engagement to deliver projects within budget and schedule constraints.

Reporting to senior leadership, you will oversee design consultants, enforce quality plans, manage changes, and ensure final as-built documentation is ready

Qualifications

• 15+ years in construction delivery or project management roles.
• Strong leadership and interpersonal skills for cross-functional coordination.
• Proven ability to secure permits, licenses and approvals from regulators.
• Experience with procurement, contract drafting and vendor selection.
• Degree in Architecture, Civil/Structural Engineering, QS, Building or related.

Responsibilities

• Steer construction works to meet contractual obligations, standards and timelines.
• Obtain governmental authorizations from site prep to final compliance.
• Supervise external design consultants through concept to tender stages.
• Uphold quality management protocols and enforce project quality plans.
• Report to senior leadership on defects, non-compliances and delays.
• Control scope variations to limit financial impact of changes.
• Review designs and tender docs to maximize efficiency and value.
• Manage archiving of final as-built documentation and certificates.
• Implement corrective actions to mitigate delays and reputational risk.
• Provide strategic guidance to project managers aligned with corporate goals.
