A leading company in the oil and gas sector is seeking a Senior Buyer to manage procurement strategies and contracts. Accountable for the overall development and end-to-end implementation of procurement strategies to maximize the value of spend over the total life cycle of operational contracts. This includes reviewing and, when necessary, adding tail-end spend contracts to increase automation of Purchase Orders (POs).
Lead the development of contracting strategies, including tendering, negotiation, award, post-award contract management, and continuous improvement of operational contracts.
Effectively interface with Contract & Procurement (CP) teams and end users across diverse backgrounds and organizational levels, both at the plant and with the parent company.
Garner support for key procurement goals and objectives through stakeholder management; align these goals with business needs and requirements.
Manage relationships with key third-party providers to address business challenges and identify improvement opportunities.
Maintain a comprehensive understanding of the supply market, including:
Drivers of value and cost for key providers,
Risks in the market and appropriate responses,
Opportunities to capitalize on market dynamics for company benefit.
Support team members in developing market-based category intelligence and category strategies.
Maintain thorough knowledge of CP policies and procedures, approval processes, requisition-to-pay processes, and ERP-related procedures.
Develop and execute negotiation strategies based on Total Cost of Ownership (TCO), cost modeling, etc.
Challenge and influence key stakeholders to consider alternatives that meet business demands and create value.
Manage a team of Contract Buyers during pit stops, turnarounds, and special projects, as needed.
Understand, execute, and improve the Materials Management process, including inventory management, if required.
Understand, execute, and improve CP processes and systems.
Serve as the Local Contracts Board Secretary.
Act as the focal point for training key stakeholders—such as Contract Owners, Contract Holders, and end users—on CP processes and procedures, including supplier conferences and refresher courses.
Act as the focal point for internal and external audits.
Step in to represent and support the Contracts & Procurement Manager when required, within the assigned boundaries.
Responsible for onboarding and training new procurement recruits, facilitating CP workshops, and conducting CO/CH training and refresher sessions.
Serve as a Subject Matter Expert (SME) for CPPM, CMCP, HSSE Contractor Management, Strategic Cost Management, or other areas as assigned.
Ensure governance is upheld in all tenders conducted; advise and advocate process governance to end users.
Perform other business-related tasks as assigned.
University degree in Finance, Accounting, Supply Chain, Logistics, Engineering, or another relevant field, combined with 6–8 years of relevant procurement experience in the oil and gas industry (preferably downstream manufacturing operations), including experience as a Senior Buyer managing contractors or handling contract-related responsibilities.
Strong knowledge of contract and procurement policies and strategies, with a solid understanding of standard operating procedures (SOPs) related to procurement compliance.
Ability to work independently, take initiative, and provide valuable insights and recommendations.
Demonstrated ability to work autonomously, think strategically, and support Turnaround (TA) and project procurement initiatives.
Strong communication and negotiation skills.
Ability to stay informed on current trends and best practices in contract and procurement.
Capability to foster a high-performance work culture by promoting and leading the adoption of value-driven interventions, tools, and methodologies that instill commitment, ownership, integrity, and loyalty within the team, contributing to operational excellence.
