We are seeking an experienced Business Analyst to join our team and support the analysis and optimization of business processes in the Technology and Government sector. The ideal candidate will have a strong background in business analysis methodologies, with a focus on government projects, and experience in both Agile and Waterfall project environments.

Key Responsibilities:
  • Conduct comprehensive business analysis to identify problems, opportunities, and solutions, specifically within government-related projects.
  • Develop and document detailed business requirements, processes, and workflows tailored to the needs of public sector clients.
  • Facilitate workshops, Gemba walks, and meetings with stakeholders to gather, validate, and refine requirements.
  • Analyze and document the impact of proposed changes on government business processes and systems.
  • Collaborate closely with project managers, developers, and testers to ensure the successful implementation of solutions.
  • Monitor and report on project progress, risks, and issues, ensuring alignment with governmental objectives and compliance standards.
  • Provide insights and recommendations to optimize public sector processes and enhance operational efficiency.
  • Prepare and deliver presentations to stakeholders on findings, proposed solutions, and project progress.
  • Create and contribute to key project documents, including Business Requirements Specifications (BRS), User Requirement Specifications (URS), User Acceptance Testing (UAT) Plans and Reports, and System User Manuals, ensuring that business needs are effectively captured and communicated.
  • Travel to government client sites as required to conduct Gemba walks, facilitate workshops, present findings, and ensure smooth project execution.
Requirements:
  • Bachelor's degree in Business Administration, Information Systems, or a related field – or equivalent proven experience.
  • Minimum of 8 years of proven track record as a Business Analyst, with a strong focus on large-scale government projects.
  • Solid understanding of business analysis methodologies and frameworks (e.g., BABOK, Agile, Waterfall).
  • A recognized certification as a Business Analyst, such as those from IIBA or PMI, is an advantage.
  • Familiarity with key Business Analysis techniques such as SWOT Analysis, Stakeholder Analysis, Requirements Elicitation, Process Modeling, Gap Analysis, Use Case Modeling, Data Analysis, Prototyping, Cost-Benefit Analysis, and Root Cause Analysis or similar.
  • Proven ability to gather, document, and analyze complex business requirements in the public sector.
  • Strong analytical, problem-solving, and decision-making skills.
  • Proficient in business analysis tools such as Microsoft Visio, JIRA, and Confluence.
  • Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels, especially in the government sector.
  • Flexibility and readiness to travel frequently within Malaysia and internationally as required.
  • Fluent in both written and spoken English and Bahasa Melayu.
