Qualifications

About the role

The Section Head will oversee all legal, regulatory and advisory needs in the company and to assign the correct resources necessary to meet those needs including the assignment of external lawyers if necessary. This role requires the ability to interpret and translate complex businesses and operational risks, deduce lawful measures and mitigation action necessary to overcome legal risks and to guide the organization in making strategic decisions that aligns with communications and multimedia licensing requirement and regulatory framework that is applicable to the organization.

What you'll be doing

Lead and manage the Legal and Regulatory team, providing direction and oversight on all legal matters

Advise on legal and regulatory compliance, including drafting and reviewing contracts, agreements, and other legal documents

Collaborate with cross-functional teams to identify and mitigate legal risks, ensuring the company operates within the applicable laws and regulations

Develop and implement policies, procedures, and strategies to strengthen the company's legal and regulatory framework

Represent the company in legal proceedings, negotiations, and government/regulatory interactions

Stay abreast of changes in relevant laws, regulations, and industry best practices, and proactively update the organisation

Lead access agreements negotiations and registration, review of reference access orders, licensing renewals, submission of reports to MCMC, Sarawak Multimedia Authority and such other requlatory bodies relevant for the functioning of the company as a going concern

Mentor and develop the Legal and Regulatory team, fostering a culture of continuous learning and improvement

Guide internal stakeholders, including senior leadership, on regulatory strategy, legal implications, and best practices.

Foster interdepartmental collaboration with legal, compliance, engineering, IT, and business units to ensure operational alignment with legal and regulatory expectations.

What we're looking for

A bachelor’s degree in law (LLB) or a related field is required; a Master’s degree is an added advantage.

Minimum 8 years of post-qualification experience in a legal role, preferably within the telecommunications or infrastructure industry

Thorough understanding of Malaysian laws and regulations related to the telecommunications sector

Excellent contract negotiation and drafting skills, with a keen eye for detail

Strong analytical and problem-solving abilities, with the capacity to provide pragmatic legal solutions

Knowledge of Malaysian communications regulations, MCMC frameworks, and licensing regimes.

Ability to interpret and advise on complex regulatory and legal documents, particularly in areas involving cybersecurity, intellectual property, and digital technologies

Experience in supporting technology deployments from a legal perspective, including engineering rollouts and IP licensing

Effective communication and stakeholder management skills, with the ability to translate complex legal concepts to non-legal stakeholders

Proven track record of leading and developing high-performing legal teams
