A leading consultancy firm in Negeri Sembilan is seeking a Resident Technical Officer to support M&E supervision in construction projects. Job description

Responsibilities

  • Assist M&E Engineer, Superintending Officer Representation (SO Rep) in the supervision and quality assurance of construction works on site.
  • Provide standing supervision required by the M&E Engineer and SO Rep.
  • Check and ensure all installation methods, testing & commissioning and materials used are in accordance with the design intent, approved drawings, and specifications, as well as in compliance to code of practice/manufacturer’s installation instructions where applicable.
  • Liaise with the Contractors/ sub-contractors, Resident Engineer (RE), and other Resident Technical Officers (RTO) in the coordination of site works and assist in resolving M&E issues.
  • Highlight discrepancies, deviations, irregularities and feedback site progress and any critical/major issues to the M&E Engineer, SO Rep, and RE.
  • Monitor the progress of work on-site, verify the contractors’ progress report and present the report to the Consultants in such format that the progress payment claim by the contractor can be easily evaluated.
  • Verify the contractors’ progress payment claim in terms of work done and materials/equipment delivered and stored at site.
  • Attend site meetings, client/consultant meetings, technical meetings, user group meetings, site inspections, testing and commissioning, etc
  • Check as-built drawings and specifications tally with site installation.
  • Ensure the contractors maintain work safety, cleanliness, and tidiness of the site.
  • Maintain proper and updated daily records of all works done, including records of tests, inspections, T&C, status of work, safety, site diary, material and equipment delivered to and on site, labour, dayworks, provisional quantities, etc.
  • Compile Punch List or Defect List with the contractors and ensure that the contractors carry out rectification work diligently to clear all defects during the Maintenance Period.
  • Aware of the potential and actual OH&S hazards of his activities at the workplace and to highlight / communicate to the PM when he knows of any irregularities. He shall be aware of his individual OH&S obligations by ensuring that he is adequately equipped with appropriate safety gears, by observing closely to all safety rules / regulations / procedures at site and by attending all relevant site safety trainings.
  • Undertake any other duties related to the project as and when instructed by the consultant. team.
  • Liaise with the Contractors/ sub-contractors and other Resident Technical Officers (RTO) in the coordination of M&E systems’ interfacing, integration, and testing and commissioning between different stakeholders (i.e. Neighbourhood Centres (NCs) and Polyclinic).

Requirements

  • Diploma in Electrical/ Mechanical or Building Services Engineering from local Polytechnic or other tertiary institutions of equivalent standing.
  • Minimum eight (8) years of M&E work experience as a Resident Technical Officer. Past work experience in healthcare/residential/institutional projects is preferred.
  • Conversant in local construction practices and codes for ACMV, electrical, fire protection, plumbing and sanitary services.
  • Good co-ordination skills especially interfacing of M&E works with architectural and C&S works.
  • Good analytical ability with strong verbal and written communication skills.
  • Self-motivated, proactive and team player.
