The Receiving Authority (RA) will oversee the safety and regulatory compliance of construction activities, focusing primarily on the permit-to-work (PTW) system, ensuring that all required safety measures are implemented before any work begins. The RA plays a critical role in safeguarding personnel and mitigating risks by reviewing and approving permits and stopping work if safety issues arise.

  • Reports to PCI Head of Department and Engineer
  • Permit-to-Work (PTW) Management:
    • Review, approve, and monitor permits to work (PTW) ensuring that all safety measures are in place before work begins.
    • Ensure that the PTW system is followed rigorously, which includes hazard identification, risk assessment, safe work procedures, permit issuance, verification, and closure.
    • Have the authority to stop work if any safety concerns are identified or if required safety precautions are not in place.
  • Liaison and Coordination:
    • Serve as a key liaison between PCI, the operations team, and contractors, ensuring that safety and operational requirements are met and that site issues are effectively mitigated.
    • Communicate with all relevant parties to facilitate smooth project execution while maintaining safety standards.
  • Site Inspections and Monitoring:
    • Monitor and inspect construction work to ensure it complies with established guidelines and specifications from the EPCC phase.
    • Regularly assess work areas for hazards and ensure workers follow safe practices.
  • Hazard Identification and Risk Management:
    • Ensure a thorough understanding of the specific hazards associated with the work and ensure risk assessments are conducted prior to starting any tasks.
    • Review work plans to ensure they are aligned with safety protocols and best practices.
  • Safety Compliance:
    • Oversee the implementation of Health, Safety, Security, and Environmental (HSSE) standards and ensure that all safety measures are taken prior to and during work.
    • Ensure all safety concerns are promptly addressed and work is stopped if risks cannot be mitigated.
  • Reporting and Documentation:
    • Document the details of all inspections, permit approvals, and actions taken regarding safety and compliance issues.
    • Provide timely reports to the PCI team regarding any non-compliance or safety-related concerns.

Requirement

  • Minimum with 5 years of experience in civil, structural, or geotechnical engineering, preferably in pipeline or infrastructure construction.
  • Holds relevant safety certifications (e.g., NEBOSH, OSHA) are essential.
  • Expertise in Safety Management where Extensive experience in safety and risk management with a proven track record in implementing PTW systems and safety procedures.
  • Knowledge of hazard identification, risk assessments, and safe work procedures.
  • Familiarity with PETRONAS PTW System In-depth knowledge of the PETRONAS Permit to Work system, including all steps: hazard identification, risk assessment, permit issuance, verification, and closure.
  • Strong communication and leadership skills to effectively coordinate between teams.
  • Ability to make quick, informed decisions to ensure worksite safety.
  • Attention to detail and ability to perform risk assessments and inspections.
  • Proactive and safety-conscious with a strong focus on preventing accidents and injuries.
  • Ability to manage multiple tasks under pressure while maintaining a high standard of safety.
  • Strong decision-making ability, especially when addressing site safety concerns.
  • Ability to work independently and as part of a team, with a collaborative approach to solving problems.
