DUTIES & RESPONSIBILITIES
- Perform Quantity take-off for tender of projects.
- To prepare BQ, tender document, cost comparison for the tender project including handle pre and post contract administration.
- Assist with evaluation of tender, analyses costing for tender submission, and preparation of tender documents.
- Liaise with Project Manager/designated staff to evaluate and certify completed work and arrange for payment.
- Assist in verifying sub-contractor claims.
- Prepare and assist in monitoring the progress of claims submissions and payment.
- Understanding the implication incurred by EOT (Extension Of Time) in view of the suspension and prolongation cost, Escalation Claim, Change order and claims management.
- Project administration and documentation include preparation of sub-contract, VO, and ensure timely submission of monthly progress claims and final account.
- Support the proposals and bidding team to review tender documents and provide input on contractual/legal aspects – general terms and conditions, compensation schedule, bank guarantee, parent company guarantee etc.
- Manage Company standard contract templates, e.g.: general terms and conditions, consortium agreement, subcontract form, purchase order form (goods and services) and standard terms and conditions and standard contract exhibits.
- Implement and manage Company standard contract qualification policy and tabulate individual contract clarifications table on a project to project basis.
- Assist in contract negotiations with client, subcontractors and vendors and to update and finalise contract for execution.
- Assist in drafting and managing marine related contracts, e.g.: charter-party, marine services. (optional)
- Support the Projects team at site/shipyard on contracts administration matters, including attending daily meetings, review of minutes of meeting, notifications, correspondence, change orders, non-compliances, reporting and other contractual/ commercial matters.
- Draft contractual letters and other communications and notices upon instructions from the project team and head office.
- To monitor subcontractors and vendors performance and in compliance with main contract / subcontract terms.
- To escalate any issues with contractual/commercial implications to senior management.
- Create regular status reports relating to progress on projects – on contractual and commercial aspects.
- Assist all business units in the organisation on contracts administration matters.
- Prepare and regularly update change order register, contracts summary and other contract schedules as required.
- Compile and maintain all contracts/subcontracts (electronic and hardcopy) and other relevant contract documentation – change orders, letters, notifications, minutes of meeting etc.
- Liaise and provide support to other support functions of the organisation, e.g.: Legal, Finance, Projects, Procurement on related contracts /commercial issues.
REQUIREMENTS
- Degree in Quantity Surveying or Mechanical Engineering
- Legal/ Quantity Surveyor Background.
- Good knowledge in contracts and claims management.
- Good knowledge in Quantity Surveying.
- 10 – 15 years’ experience.
- Preferably experienced in the Energy sector, Oil & Gas sector, Offshore, Windfarm
- Proficient in MS office and excel.
