Job description

Job Overview

The QS Manager will assist the General Manager in all aspects of cost estimating, cost planning, cost studies, cost monitoring and controlling, and measurement throughout the entire project lifecycle.

Responsibilities and Duties
  1. Lead Quantity Surveyors in tender and post-contract functions.
  2. Undertake cost analysis for construction works.
  3. Manage all cost estimating, cost planning, cost studies, cost monitoring, controlling, and measurement activities.
  4. Conduct risk management and calculations.
  5. Prepare bills of quantities (BQ) and tender documents, draft contract conditions.
  6. Provide procurement advice and assistance during tendering procedures.
  7. Analyze tenders and negotiate contract sums.
  8. Negotiate contracts effectively.
  9. Manage internal budget control, advise on cost limits and budgets.
  10. Assess contractor claims and advise on contractual disputes.
  11. Assist Contract & Procurement Executives in related fields.
  12. Perform any other job functions as deemed fit by management.
Requirements
  • Degree in Quantity Surveying or Cost Management.
  • Minimum 10 years of experience in Quantity Surveying.
  • Preferably experienced in JPS, Sewage/Water Treatment projects.
  • Good knowledge of all forms of contracts and construction standard operating procedures.
  • Strong networking skills with contractors, suppliers, and relevant parties for strategic sourcing.
  • Excellent negotiation and problem-solving skills.
  • Good leadership skills to lead and guide QS teams.
  • Own vehicle and willingness to travel outstation.
  • Good attitude and responsible character.
