Qualifications

As a tactical purchaser, you are responsible for managing and ensuring the purchasing of materials, services and/or equipment for the assigned purchasing commodities and portfolio, within the Procurement Strategy, policies and framework agreements established on commodity level, to ensure an uninterrupted and timely supply at optimum cost within specifications.

Responsibility:

Commodity plan contribution: From the own experience and market insights, support the Purchaser 4 and provide input for the development of the procurement strategy and plan.

Commodity plan execution: Realize and execute commodity plan for assigned commodities, manage assigned portfolio.

Business/project execution: Buy goods/services within assigned commodity and framework agreements, based on business/project requirements as well as signal and mitigate risks.

Requirements and needs: Collect, assess and discuss business requirements and needs concerning goods/services to be purchased (quantities, specifications and services levels) within the assigned portfolio.

Negotiation: Determine a negotiation strategy together with the Purchaser 4 and negotiate with suppliers concerning the price, quality and delivery conditions for goods and/or services, within given boundaries.

Framework agreements: In consultation with the Purchaser 4 and/or Legal department, monitor and adjust (detailed) framework agreements and manage continuation of agreements for own portfolio.

Supplier management: Maintain operational relations with suppliers, as well as evaluate and optimize performance of suppliers and solve/discuss quality issues.

Management information: Provide insights regarding quantitative and qualitative developments, like input for budgets and forecasting, by means of periodical and ad hoc reports and/or analyses, based on reporting guidelines.

Projects and optimization: Develop a project procurement plan, providing input for the overall project planning, and the execution of the project procurement within OSBIT (on specifications, budget, in time) and acts as the single point of contact for the project manager for the duration of the project, for procurement related issues.

Change Order Management: Manage changes and demarcations in the procurement scope of the project, redefine project procurement scope and demarcations and negotiate the financial, timeliness and qualitative impact on the project with the suppliers.

SHEQ: Behave in line with safety rules, regulations, procedures, instructions, guidelines, and awareness, including addressing anomalies to others.

Supplier segment: Responsible for suppliers in Routine and Leverage Products segment.

Commodity: Operates in a portfolio with strategic and critical materials/products and/or services with high risk for business continuity within multiple commodities and/or disciplines in IQIP.

Stakeholder management: Has a network in the market and negotiates with suppliers on (sub)contracts based on defined framework agreements. Counterpart from the supplier is usually on routine/leverage level in the organization.

Autonomy: Works highly independently, in line with project plans, commodity plans and procedures.

Purchasing projects: Initiates, plans and leads purchasing projects. Impact on project budget of ~ €1 – 5 Million.

Contract complexity: Complex contracts for tailor made, innovative/ new products, including IP clauses. Manages several purchasing commodities, requiring a helicopter view.

Qualification:

A Bachelor Degree in Mechanical Engineering or other Bachelor Degree with related experience

At least 5 (five) of years of work experience preferably in a design and engineering environment

Competency in computer applications, especially MS Excel, MS PowerPoint and MS Visio

Expertise in procurement methodologies or supply chain management and processes as well as negotiation tactics

Knowledge of industry best practices and ability to drive process improvement

Good interpersonal skills, self-motivated, gold oriented and result-driven.

Good command of English (written and spoken)

Remuneration package will be based on experience
