Job Summary
Responsible in leading and ensuring that MCMC offices provides a safe, secure and conducive working environment in line with its strategic initiatives and expansion plans.
Job Responsibilities
1. Project Planning and Initiation
- Develop project charters, timelines, budgets, and scopes of work for capital projects
- Conduct feasibility studies and risk assessments before project initiation.
- Coordinate internal approvals and resource allocation.
- Project initiation completed on time with approvals and risk considerations in place.
2. Project Execution and Coordination
- Lead and oversee day-to-day activities during construction and implementation stages.
- Coordinate tasks between consultants, contractors, and internal stakeholders.
- Ensure projects progress according to schedule and scope.
- Projects executed according to plan with minimal delays and cost overruns.
3. Budget and Cost Management
- Monitor project budgets and control expenditures.
- Review contractor claims, variation orders, and final accounts with support from QS.
- Propose value engineering solutions when necessary.
- Projects delivered within approved budget, with financial transparency and justifications.
4. Compliance and Risk Management
- Ensure all works comply with statutory, environmental, and safety regulations (e.g. GBI, MyHIJAU, BOMBA).
- Maintain risk registers and execute mitigation plans.
- Address non-conformances and audit findings promptly.
- Full regulatory compliance with minimal audit issues or penalties.
5. Stakeholder and Consultant Engagement
- Engage proactively with consultants, contractors, and internal divisions (Procurement, Legal, Finance, HCD, etc.).
- Chair project meetings and lead progress briefings.
- Manage expectations and communicate key decisions effectively.
- Timely decision-making and alignment among stakeholders.
6. Reporting and Documentation
- Prepare project progress reports for management and committees.
- Maintain project files, documentation, and dashboards.
- Support preparation of internal approval papers and board submissions.
- Accurate, timely reports submitted; documentation is audit-ready.
Qualifications and Work Experience
- A minimum of Bachelor’s Degree in Engineering, Architecture, Construction Management, or related field from reputable University/College.
- Minimum of 8 - 12 years of experience in managing infrastructure or capital works projects is an added advantage.
- Industry-recognized certifications in project management (e.g. PMP, PRINCE2) is an added advantage.
- Hands-on experience in preparing BQ, evaluating contractor submissions, and handling variation orders.
- Familiarity with government procurement processes, CIDB/JKR cost references, and audit compliance.
- Experience working with multidisciplinary project teams (consultants, contractors, internal units).
- Demonstrated experience in project planning, budgeting, and execution for high-value projects (RM1 million and above).
- 8. Familiarity with government procurement processes, regulatory requirements (e.g. BOMBA, GBI, MyHIJAU, JKR standards), and contract management.
- Strong stakeholder engagement, problem-solving, and risk management skills.
- Proven ability to lead cross-functional teams and manage consultants/contractors.
