To assist the development activities within the Sime Darby-LOGOS Industrial Development Fund (SDPLOG IDF) and support the Fund in other capacities as directed, ensuring delivery of projects at the required quality, on time, and within budget.

Key Responsibilities:
- Coordinate and oversee all procurement activities related to development projects.
- Develop and maintain a pre-qualification list of consultants and contractors, with annual performance reviews.
- Ensure consultants and contractors adhere to SDPLOG IDF development processes and quality standards.
- Promote and comply with Group policies.
- Support venture activities as directed.
Detailed Job Scope:
- Support sourcing and selection of external consultants and contractors using SDPLOG IDF pre-qualification processes, ensuring projects stay within controlled budgets and adhere to specifications, branding, and design briefs.
- Create and implement innovative, cost-effective procurement strategies that address tendering complexities.
- Build long-term relationships with industry consultants, contractors, and vendors.
- Review contract specifications and engage with consultants, contractors, and vendors appropriately.
- Recommend contract types and issue Letters of Award.
- Develop tender evaluation scoring matrices considering financial health, technical capability, track record, legal issues, and company performance.
- Assist the development team with onboarding of consultants, contractors, and vendors.
- Ensure effective cost control, manage invoices, and coordinate payments with finance departments.
- Maintain records of prequalified consultants, contractors, and vendors.
- Coordinate tendering exercises with project consultants.
- Maintain professional relations with all external parties.
- Coordinate project insurances with the Group Insurer.
- Implement group policies into relevant contracts or engagement letters.
- Prepare regular budget and cost tracking reports for inclusion in monthly, quarterly, and other reports.
- Maintain thorough documentation of procurement activities, including contracts, letters of award, bank guarantees, etc.
- Perform other tasks as directed.
Minimum Qualifications and Skills:
- At least 8 years of experience as a Procurement Manager or similar role.
- Deep knowledge of contracts, invoicing, and negotiation.
- Excellent communication, interpersonal, and leadership skills.
- Strong negotiation and problem-solving skills with an analytical mindset.
- Outstanding organizational and time management abilities.
