A leading company in property development seeks a Procurement Manager to lead their procurement activities. The role demands strategic oversight in sourcing, contract management, and process improvement to ensure cost-efficient and timely project delivery. Candidates should possess substantial procurement experience and demonstrate strong negotiation and leadership skills.
Lead and manage the full procurement process—from sourcing and tendering to contracting, delivery, and vendor performance—to support Encorp’s property development and investment projects, while ensuring cost-efficiency, quality, compliance, and timely delivery.
Strategic Procurement & Category Strategy
Develop sourcing strategies and category plans for building materials, construction services, and retail mall operations.
Identify sourcing opportunities, evaluate vendor proposals, and define sourcing routes (tender, RFQ, direct negotiation)
End-to-End P2P Management
Handle Purchase Requisition (PR) to Purchase Order (PO) cycles: issue POs/LOAs/contracts, track delivery schedules, resolve delivery or invoicing issues .
Contract & Commercial Management
Draft, review, and negotiate contracts, including commercial terms and payment conditions.
Ensure contracts comply with corporate policy, governance, and legal conditions .
Monitor supplier KPIs: quality, delivery, cost, and compliance.
Develop corrective action plans, and manage supplier evaluations and audits
Stakeholder Collaboration
Work with project teams, technical engineers, finance, and legal departments to ensure alignment on specs, budget, and timelines.
Regularly report on procurement status, costs, savings, and risks.
Systems & Compliance
Use systems to manage procurement workflows and reporting
Ensure compliance with procurement policy, ISO standards, Incoterms, SST/duty exemption, and sustainability frameworks
Lead and mentor procurement staff: provide training, performance reviews, and career development.
Promote continuous improvements and digital procurement initiatives
Governance & Audit
Support internal and external audits. Respond to queries and implement audit recommendations.
Uphold ethics, health & safety, and compliance standards throughout procurement activities
Education: Bachelor’s degree in Supply Chain, Business Administration, Engineering, or related field.
Experience: 5–10 years in procurement, with at least 5 years in a managerial or leadership role; preferably in construction, property development, and mall operations.
