Job Purpose
The Purchasing Executive is responsible for assisting with end-to-end procurement activities, including local and international purchasing, vendor management, cost negotiation, and ensuring the timely delivery of goods. The role requires expertise in import procedures, compliance with Malaysian customs regulations, and optimizing supply chain efficiency.
Key Responsibilities
1. Procurement & Sourcing
- Identify, evaluate, and select reliable suppliers/vendors for both local and international procurement.
- Negotiate pricing, payment terms, and contracts to achieve cost savings while maintaining quality.
- Manage import purchasing processes, including liaising with overseas suppliers, freight forwarders, and customs agents.
- Ensure compliance with Malaysian customs regulations, tariffs, and import/export documentation (e.g., Customs Form K1/K2, HS codes, permits).
2. Purchase Order & Inventory Management
- Prepare and process purchase orders (POs) for local and imported goods.
- Monitor inventory levels and coordinate with warehouse/logistics teams to avoid stockouts or overstocking.
- Track shipment status (air/sea freight) and resolve delays or discrepancies.
3. Supplier & Vendor Management
- Build and maintain strong relationships with local and international suppliers.
- Conduct supplier performance reviews and audits to ensure quality, delivery, and compliance.
- Resolve supplier disputes, delivery issues, or defective goods claims.
4. Cost Control & Reporting
- Analyze market trends and pricing to identify cost‑saving opportunities.
- Prepare procurement reports (monthly/quarterly) on spending, savings, and supplier performance.
- Ensure adherence to the company’s procurement policies and budget.
5. Compliance & Documentation
- Ensure all import documentation (e.g., invoices, packing lists, bills of lading, permits) is accurate and submitted on time.
- Stay updated on changes in Malaysian trade laws, import duties, and tax regulations (e.g., SST, MITI permits).
- Coordinate with finance for LC (Letter of Credit) or TT (Telegraphic Transfer) payments for international purchases.
6. Cross‑Functional Collaboration
- Work closely with logistics, finance, and production teams to align procurement with operational needs.
- Support new product development by sourcing materials as per specifications.
Requirements
- Bachelor’s degree in Supply Chain, Business, or related field.
- 2+ years of purchasing experience, with at least 1 year in import procurement (preferably in Malaysia).
- Strong knowledge of Malaysian import regulations, INCOTERMS, K1, and customs clearance.
- Proficiency in procurement software (e.g., SAP, Oracle) and Microsoft Excel.
- Excellent negotiation, communication, and analytical skills.
- Fluency in English and Bahasa Malaysia; Mandarin is a plus (for dealing with Chinese suppliers).
Additional Notes
- Familiarity with MITI, MOF, and Royal Malaysian Customs procedures is highly desirable.
- Willingness to travel (if required) to meet suppliers or attend trade fairs.
