Procurement and Contracts Advisor

Job Description:

Client: A subsidiary of a leading oil and gas exploration and production company.

Type of hiring: 2 years renewable contract

Key Objectives:

  • Coordinate the execution of purchasing activities for the COMPANY, following Company Policy and PETRONAS Procurement Standard.
  • Deliver efficient procurement outcomes aligned with Company and PETRONAS standards.
  • Provide monitoring and auditing functions to ensure the effective implementation of COMPANYs purchasing activities in accordance with Company and PETRONAS standards.

Responsibilities:

  • Oversee, coordinate, and execute purchasing plans and contract management strategies effectively.
  • Ensure timely implementation of new contracts and post-award activities across various departments, including geological, geophysical, exploration, drilling, production operations, development, G&A, HR, IT, and SHE groups.
  • Uphold ethics and fairness in procurement, enhancing the integrity of the procurement process, and maintaining strict confidentiality of procurement-related documents.

Procurement Role:

  • Plan, coordinate, and administer procurement and contract management activities to meet specified deadlines.
  • Lead and manage procurement processes, covering pre-award and post-award activities related to geological, geophysical, exploration, drilling, production operations, development, G&A, HR, IT, and SHE groups.
  • Develop, establish, and implement procurement procedures, standards, and systems necessary for administering procurement efforts.
  • Initiate efficient and cost-effective activities related to sourcing, pre-qualification, inquiry, evaluation, recommendation, and ordering.
  • Prepare Pre-Qualification/Screening, Tender Plans, Invitation To Bid Documents, Evaluation Criteria, Evaluation Reports, and Award Recommendations.
  • Coordinate with PETRONAS/approving authorities and partners to obtain necessary endorsements.
  • Obtain PETRONAS/partners' approval of Tender Plans, Technical/Commercial Evaluation Criteria, Technical Evaluation Reports, Techno-Commercial Evaluation Reports, and Award Recommendation Reports.
  • Prepare PETRONAS reporting for PETRONAS Contract Monitoring (PCM), Master Procurement Plan (MPP), and other reports as required by PETRONAS.
  • Prepare reports on local content/foreign split and contractor participation, as required by PETRONAS.
  • Provide advice to the company on PETRONAS/government procedures, rules, and regulations in the Malaysian operating environment regarding procurement activities.
  • Serve as the focal point for all procurement matters, interface with User Departments, and coordinate all related activities.

Qualifications:

  • Bachelors degree in engineering, business administration, or equivalent.
  • At least 12 years of relevant experience in the oil and gas or related industry, including a minimum of 5 years experience in PETRONAS Procurement Standard and processes.
  • Demonstrate self-motivation and robust team-building skills.
  • Fluent in both written and spoken English.
