JOB TITLE: Principal Engineer - Construction (Structural)
Responsibilities
- Responsible for managing site construction activities and supervising field personnel for Civil, Building and/or Structural disciplines.
- Ensure that lifting activities at site are planned, scheduled, and executed with the highest regard for personal safety and environmental excellence.
- Works to a 90 day look ahead schedule and directs all field personnel and subcontractors to achieve completion of the project on schedule, with quality workmanship that conforms to plans and specifications.
- Ensure all work is executed in compliance with contract requirements, Petrofac Management System requirements and associated procedures and all relevant standards and national and international standards, as appropriate.
- Contribute to the development of plans, schedules and estimates for individual work scope.
- Ensure Go/No-Go checklist is signed off and adequate Workfront is available prior to mobilisation of Subcontractor.
- Verify subcontractor execution plans at an early stage and approve only if they align with Petrofac deliverables (documents and materials); challenge subcontractor for a more efficient execution plan inline with schedule, safety and quality requirements.
- Prepare and discuss with subcontractor in advance construction method, sequence of works for critical activities.
- Initiate scoping sessions with subcontractors to plan activities (be aware of workface planning).
- Contribute to construction schedule and 6-weeks look-ahead; understand project plans and specifications, identify and solve problems, order materials and schedule inspections as necessary.
- Coordinate with Engineering & PMT to ensure planned activities are constraint-free.
- Review work procedures and method statements for earth works, concrete works, steel works, road works, etc., and ensure compliance with good work practices and customer contract specifications.
- Ensure subcontractors are working with latest issued documents and drawings; review IFC documents and resolve discrepancies, raise technical queries for clarifications on IFC deliverables in coordination with field engineering team.
- Implement standardized construction work processes, procedures, manuals and systems and create a system of control in each specific area.
- Ensure adequate storage and preservation of equipment and bulks before and after installation.
- Understand the system turnover plan and sequence and ensure work is performed accordingly.
- Takes ownership of Build Right First Time (QinC) as nominated by CD/SM. Ensure inspection reports are accurate and that all attached documents are current. Participate in quality control inspection for all relevant works in line with approved ITPs.
- Monitor PPC (daily progress monitoring) and submit daily progress reports to line manager.
- Highlight to Construction Manager & Subcontractor in advance any areas of concern that might impact project execution; review daily/weekly progress and cost reports to manage progress and slippage in coordination with mechanical construction.
- Coordinate with Client / QC inspectors for resolution of site problems.
- Liaise with other disciplines in the execution of work and assist site subcontractors with drawing interpretation.
- Review inspection test packages during construction and monitor calibration status of inspection/test instruments.
- Ensure closure of RFIs and related inspection/test records (ITRs) promptly after inspections with minimal punch items.
- Monitor completion of systems within area based on forecasted ITRs; ensure timely closing of punch items and assist in commissioning plans.
- Attend subcontract/cost awareness sessions and understand responsibility matrices, BOQ & preambles of subcontract; assist subcontract teams with payment and invoice clearance and manage subcontract change requests within contract framework.
- Ensure quantity reporting is established and accurate.
- Challenge site instructions based on terms and conditions and assess cost impact prior to approval; be aware of contract terms for subcontractor scope.
- Review all Site Instructions & Variation Orders monthly with Subcontracts Manager and keep evidence of changes requested.
- Report cost-affecting inspection results to discipline lead and engineering; ensure design changes are captured by change control process.
- Coordinate with subcontractor to timely close non-conformances (NCR), corrective actions (CAR), daily surveillance (DSR) and Quality Walkthrough/COF findings.
- Ensure competency checks of construction supervision and subcontractors; ensure personnel are qualified and competent with valid certifications where required.
Knowledge & Qualifications
- 8+ years Civil and Structural Engineering experience in direct hire construction with an international oil & gas EPC company and with subcontractors.
- Degree in Civil Engineering or equivalent from an accredited college or university.
- Preference given to candidates with experience in CIS/FSU, Middle East, and/or North Africa.
- Experience working with a diverse international workforce.
Skills & Competencies
- Good communications skills.
- Familiar with international codes and standards (BS, ASTM, ACI, etc.), concrete/asphalt mix designs, laboratory testing of concrete, asphalt, earth works and grouting.
- Working knowledge and interpretation of building sectional/reinforcement and structural steel drawings.
- Ability to solve civil, building, structural issues onsite and provide guidance to subcontractors.
- Training in lifting and scaffolding supervision (preferred).
