Centre Testing International Group Co., Ltd. (CTI) is the pioneer and leader in the TIC Industry which provides one-stop solutions on testing, inspection, certification, calibration, audit, training & technical services. CTI is committed to delivering trust between Government, enterprise and customers.

We are seeking a proactive and experienced Payroll & Benefits Manager, APE Region to lead regional payroll operations, drive process standardization, and enhance the employee experience across multiple countries, including both APAC & Europe regions. This role will own the execution and improvement of payroll and benefits programs, ensuring accuracy, compliance, and operational excellence. The successful candidate will partner closely with country HR, finance, and vendors to deliver timely and efficient outcomes while spearheading payroll transformation projects.

Key Responsibilities:

Payroll Operations & Auditing

  • Oversee end-to-end payroll processes across multiple countries across APAC & Europe ensuring compliance with local legislation and internal controls.
  • Manage vendors and SLA to ensure timely, accurate payroll deliverables.
  • Drive payroll calendar harmonization, process mapping, and documentation across various countries.
  • Establish quality assurance and audit processes to reduce errors and ensure controls are in place.

Benefits Administration

  • Oversee administration of employee benefits programs, including insurance, retirement plans, wellness programs, and statutory benefits.
  • Liaise benefits renewals, benchmarking, and optimization strategies in collaboration with local HR teams.

Regional Project Leadership

  • Lead and manage payroll & benefits process improvement and consolidation initiatives across regions.
  • Standardize vendor management practices, SLAs, and payroll templates across markets.
  • Play a pivotal role on assigned HRIS projects.
  • Support integration of new entities or countries (e.g., M&A, expansion) into existing payroll frameworks.

Compliance, Reporting & Analytics

  • Ensure payroll and benefits practices adhere to all relevant statutory and tax regulations.
  • Develop and deliver regular reports, dashboards, and analytics for senior leadership, including cost trends and process KPIs.
  • Support internal and external audits related to payroll, social security, and tax filings.

Qualifications:

  • Bachelor’s degree or above in HR, Accounting, or related discipline.
  • 7+ years of experience in payroll and benefits, with at least 3+ years managing regional or multi-country fletch and leading payroll process optimization & transformation.
  • Strong knowledge of statutory compliance and payroll laws in key countries.
  • Experienced in vendor selection and negotiation, better to have M&A integration, payroll harmonization, or global HR systems roll-out.
  • Proficient in using Excel and HR systems as analytical tools, with strong mindset & agility to translate data into actionable insights.
  • Strong stakeholder management and communication skills; capable of working across cultures and time zones.
  • Proficient in English; Mandarin speaking & business writing are plus.
  • Experience in a SSC, COE, or regional HQ environment is a plus.
