Job summary

OFS Malaysia is seeking a Project Regulatory Compliance Manager for an FPSO prospect project with regulatory requirements for Mexico. Based in KL Eco City, Malaysia, you will drive the project regulatory compliance plan and manage interfaces with authorities and classification societies to ensure traceability and compliance throughout the project lifecycle.

The role demands extensive offshore regulatory experience, knowledge of MARPOL, SOLAS, IMO codes, and related standards; you will lead

Qualifications

• Min. Bachelor’s / Master’s degree (preferably Engineering, Industrial Safety, Environmental)
• Desirable: Post Graduate qualifications in Process Safety, Project Management, HSSE Disciplines
• 15+ years of health / safety / environmental compliance experience in full cycle of major capital projects preferably in offshore oil and gas.

Responsibilities

• Regulatory Compliance Planning: Prepare, issue, and maintain the Project Regulatory Compliance Plan and manage related activities and interfaces.
• Regulatory Compliance Assurance: Identify regulations and ensure incorporation in project documents; own RC/PLANC registers; plan RC trainings.
• Regulatory Verification and Validation: Define RC/V&V strategy; monitor execution with evidence and reporting; resolve incompliances.
• Regulatory Interface Management: Interface with Client/Operator; assist PLANC activities; support authority audits/inspections.
• Permitting and Authorisation: Identify and issue permitting/documentation; ensure availability by project milestones.
• Audits and Inspections: Plan internal audits; schedule authorities’ audits; close out comments.
