Ensure drilling logistics operations are carried out in compliance with existing regulations set by MPM, local authorities, state, and national government.
Be the single point of contact between well operations teams and supply base personnel to facilitate an efficient flow of materials between supply base and drilling rig.
Coordinate with shipping agents to efficiently process outward and inward clearances for Drilling Rigs and Supply Vessels.
Liaise/coordinate with all services companies to load out drilling equipment and materials in a timely manner as per drilling program and lookahead.
Plan, arrange and supervise loading/offloading of cargo on/off supply vessels.
Optimize usage of deck space on drilling supply vessels and maximize vessel utilization and fuel consumption based on agreed priorities set by Drilling Supervisor and/or Drilling Superintendent.
Ensure compliance with Customs importation/exportation of goods and shore base processes, rules, and procedures including managing customs duties matters for materials in the Master Exemption List (MEL).
Coordinate with Freight Forwarding agencies and provide timely notification to relevant authorities on movement of drilling rigs.
Provide advice to Drilling Superintendent and/or Drilling Supervisor on Customs duties/matters (including items in MEL), clearance of drilling rig/vessels and coordinate with Company’s forwarding agent.
Highlight any equipment/materials shortage to Drilling Superintendent and/or Drilling Supervisor in a timely manner prior to the execution phase of the Drilling Program.
Requisition materials and services to support drilling logistics operations.
Overall in-charge of all materials movements to/from drilling rigs.
Liaise with ASB & Local Authorities for related approval and clearances.
Ensure compliance with both external regulations and company procedures, and handle non-conformities as required.
Identify and mitigate risks to people and the environment so that they are as low as reasonably practicable.
Supervise all drilling materials handling including all lifting activities to ensure safe and efficient offloading/loading/transportation of materials to warehouse/yard/vendor/jetty.
Ensure proper management and handling of hazardous goods, explosives, and drilling waste in accordance with all statutory requirements including customs and environment legislation.
Report all accidents, incidents, near-misses, and unsafe acts/conditions immediately. Proactively identify ways to continuously improve HSE performance.
Review JSA and PTW on activities related to transportation and lifting during loadouts and backloading operations.
Attend all pre-job safety briefings and conduct safety walkabouts regularly during loadout/backloading operations.
Requirement
Minimum SPM/MCE or equivalent.
Minimum ten (10) years experience in the oil and gas industry including minimum seven (7) years experience as a Drilling Material Coordinator in offshore drilling operations (minimum five (5) years experience as Drilling Material Coordinator in Malaysia).
Good knowledge of Oil/Gas field equipment, especially drilling relevant equipment.
Candidate experienced working with established operators and has a good performance report.
Experience working with PETRONAS will be an advantage to understand the process.
Good interpersonal skills and service-minded.
Offshore rotation based position.
Fluent in English language both Written & Spoken and preferably Bahasa Malaysia language.
BOSIET Certificate Course.
Proficient in Microsoft Office Suite (Word, Excel, Power Point).
