The SHEQ Manager is required to monitor, report, and advise on SHEQ matters to the Edra’s Project Manager and Group SHEQ, while actively engaging with the EPC contractor, Owner’s Engineer, and relevant regulatory bodies to maintain a safe, compliant, and high-quality project site. The role is responsible for all project sites including up to the connection point of TNB for the BSSB IF facility.

Safety and Health Management

Ensuring all project’s activities (e.g. construction, installation) are conducted in strict accordance with the CGN Edra’s SHEQ charter and Malaysian regulations and acts of, but not limited to, Department of Occupational Safety and Health (“DOSH”), Construction Industry Development Board (“CIDB”) and Department of Environment (“DOE”).

Plan, implement, monitor, maintain, and review SHE processes in the project.

Establish project’s SHE objectives and KPIs and ensure alignment with the organizational goals.

Monitor fulfilment of SHE contractual requirements established with the EPCC contractor.

Propose, coordinate, and promote management programs to instil a safety culture at the project.

Ensure full implementation of the risk assessment/ method statement identification, preparation, review and communication processes.

Establish and implement safety and health risk management processes in the project.

Provide advice to the Project Manager and project management team on the following matters:

o Applicable safety and health standard, laws and regulations related to the project activities.

o Safety and health risk management and controls

o Incident prevention, reporting and investigation process.

o Establishment of Safe Systems of Work (SSOW) related to the project’s activities.

o Safety and health training and communication.

Establish, implement, and monitor processes for measuring and monitoring safety and health performance.

Conduct periodic risk assessments, inspections, and audits related to Safety and Health.

Liaise with external parties and regulatory authorities for Safety and Health statutory compliance

Oversee the environmental management system to ensure compliance with applicable environmental laws and regulations.

Implement strategies for waste management, pollution control, and sustainable practices.

Monitor environmental performance and prepare reports for regulatory authorities

Ensure environmental impact assessments and audits are conducted.

Quality Management

Develop and implement quality management systems and procedures.

Ensure compliance with ISO standards and other relevant quality or Management standards applicable to the project.

Ensure that regular quality audits and inspections are conducted.

Manage non-conformance issues and oversee corrective actions.

Coordinate with different departments to ensure quality standards are met.

Security Management

Overall responsible for the security management with regards to the security of the project and plant.

Ensure full implementation of the security management of the project/ plant including physical security, access control and surveillance systems.

Develop, implement, and maintain security policies and procedures.

Ensure full compliance with the Chief Government Security Office (CGSO) requirement and instruction with regards to the security of plant.

Conduct regular security risk assessments and audits to identify and patch vulnerabilities.

Coordinate with local law enforcement and security agencies as needed.

Oversee the training of staff in security protocols and emergency response.

Function / Duties

Oversight of the EPC SHEQ compliance

o Monitor and assess EPC contractor and subcontractors’ SHEQ implementation.

o Ensure execution in line with CGN Edra’s SHEQ requirements and Malaysian laws and regulations (DOSH, DOE, CIDB).

o Review and validate the EPC’s SHEQ documentation, method statements, and risk assessments (HIRARC).

Lead and support the PM on a daily basis on site for total site Safety, Health and Quality.

Work with the Owner’s Engineer and EPCC contractor on managing overall SHEQ and security at the project site.

Monitor execution of SHE and security at Site as per the method statement

Enforcement of SHEQ requirement at the project by means of, but not limited to:

o Requirement of mandatory and specific Personal Protection Equipment (PPE)

o Compliance to regulations requirement e.g. CIDB’s Green card

o Execution of SHEQ trainings e.g. Site Safety Induction, Working at Height training.

o Execution of SHEQ programs e.g. Daily Toolbox Meeting, Weekly Safety Meeting, Monthly Safety Meeting, Safety Walkabouts/ Inspections

o Full implementation of Permit to Work system.

o Machinery Safety Inspections

Reporting and Communication

o Submit daily observations and reports to the Edra Project Manager.

o Provide weekly summaries and monthly SHEQ performance reports to the Project Manager and Group SHEQ.

o Track non-compliances and follow up on corrective actions.

Investigate and prepare and review report submitted by EPC on accident/ near miss/ dangerous occurrence/ poisoning or occupational disease.

Preventive measures to mitigate accident/near miss accident/dangerous occurrence/poisoning or occupational disease.

Organise and implement emergency drills, occupational safety and health programs and training

Prepare and implement Emergency Response Plan (“ERP”) and Hazards Identification Risk Assessment and Risk Control (“HIRARC”)

Designated as Environmental Officer (“EO”)

Implement Environmental Management Plan (“EMP”)

Liaise with DOSH, CIDB, DOE and regulatory authorities.

Support for Handover and Operations Readiness

o Ensure SHEQ-related closeout and documentation are ready for handover to the plant operations team.

o Support continuity of SHEQ implementation during the early operations phase, post-COD.

Any other works assigned on ad-hoc or need basis by the Company.

Qualifications & Experience:

Mandatory Registered Safety & Health Officer (SHO) with valid DOSH Green Book

Degree from a recognized institution in Occupational Safety, Environmental Science, Engineering, or equivalent

Minimum 10 years’ experience in SHEQ Roles with at least 3 – 5 years in a supervisory of leadership roles in power (solar preferred), oil and gas, or large-scale construction project.

Additional certifications (e.g. Environmental Officer (EO), ISO 45001 Auditor, First Aid, Confined Space, Working at Height) are an added advantage.

Experience working on EPC project, turnkey projects, floating solar and involvement in plant commissioning or O&M transitions is highly desirable.

Specialized / Technical skills / Knowledge required:

Knowledgeable in Health & Safety Management System

Analytical and detail-oriented, with the ability to identify and mitigate project risks proactively.

Knowledge in planning, coordination and organising skills

Knowledge in problem solving skills
