An established industry player is seeking a skilled procurement specialist to develop and oversee its outsourcing and procurement framework. This role involves ensuring compliance with regulatory requirements, managing vendor relationships, and conducting thorough risk assessments. You will play a pivotal role in the procurement cycle, from sourcing to negotiation, while maintaining effective record-keeping and documentation. Responsible for developing and monitoring the Bank's outsourcing and procurement framework, ensuring alignment with industry best practices and regulatory requirements.
Ensure the due diligence process is properly executed by the business units during the onboarding stage to identify, assess, and mitigate third-party risk exposures in accordance with applicable regulatory requirements, guidelines, internal policies, and procedures.
Provide guidance and advisory to business units to ensure the risks associated with vendors/service providers are sufficiently measured and classified before awarding or renewing contracts.
Ensure that associated risks are regularly monitored and controlled by the business contract owners through ongoing performance reviews of existing vendors/service providers.
Deliver outsourcing requirement documentation as and when required for submission to regulators.
Identify and escalate any potential key/critical third-party risk exposures to relevant governance committees, including non-compliance with internal policies and regulatory guidelines.
Responsible for procurement cycle activities such as sourcing, pricing analysis, negotiation, contracting, and supplier relationship management.
Build relationships with suppliers and negotiate effectively for the best prices, quantities, and delivery timescales.
Maintain and update procurement policies, processes, and templates, including requests for information, proposals, and quotations.
Perform detailed reviews of purchase orders, quotations, and tender terms and conditions.
Define sourcing strategies for suppliers to achieve cost savings aligned with the Bank’s objectives.
Ensure effective record-keeping related to supplier engagements, e.g., contracts, change control, and performance management information.
Job Requirements
Bachelor's Degree in business studies, corporate management, operations management, or equivalent.
Minimum 5 years of experience in procurement and banking-related fields.
Good commercial, relationship-building, negotiation, and procurement knowledge.
Strong communication skills and experience working in a matrix organization to drive operational and strategic objectives.
Ability to work under pressure and meet tight deadlines.
Proficiency in MS Office.
Strong verbal, written, and presentation skills in English.
