Requirements

Pre-Contract

  1. Oversee the entire tendering process from initiation to approval, ensuring adherence to management guidelines.
  2. Manage tender award processes in alignment with management approvals.
  3. Ensure the efficiency of tendering and procurement processes to meet organizational objectives and financial targets.
  4. Understand and collate project & technical information, reviewing and resolving missing or ambiguous details to ensure tender completeness.
  5. Prepare procurement strategy and tender event schedules.
  6. Prepare project execution plans, and handle contractual, commercial, and financial matters.
  7. Manage pre-qualification exercises: review, summarize, score returns, and review reports.
  8. Manage full tender documentation in line with in-house processes.
  9. Handle tender invitations, clarifications, and addenda.
  10. Prepare tender analysis before and after interviews, reviewing all commercial, financial, and contractual submissions.
  11. Coordinate tender interview meetings and issue post-tender clarifications with the consultant.
  12. Prepare tender assessment and recommendation reports with the project manager.
  13. File all recommendation reports and communications until approval.
Post-Contract (Contracts Administration)
  1. Issue letters of intent and contract documents.
  2. Perform elemental cost analysis post-award and provide industry benchmarks.
  3. Manage documentation for project commitments, including contracts, agreements, variations, and final accounts.
  4. Monitor and update project documents and registers, ensuring clarity on contract status and payments.
  5. Alert on non-compliance or outstanding contractual matters.
  6. Diligently file all contractual and commercial documents for audit compliance.
Commercial Management
  1. Process payment applications in line with governance and CIPAA.
  2. Ensure timely and compliant payments.
  3. Manage changes to design or construction work, assessing entitlement and adjusting budgets.
  4. Review cost reports and support financial tracking.
  5. Maintain a library of key trade rates for pricing and benchmarking.
Project Closeout
  1. Lead project team through closeout, including handover documentation.
  2. Prepare and reconcile final accounts and financials.
Required Knowledge and Skills
  • Familiarity with Standard Conditions of Contract (e.g., PAM, PWD).
  • Knowledge of local market pricing trends.
  • Advanced skills in MS Excel and Word.
  • Excellent communication skills, both verbal and written.
  • Strong problem-solving abilities.
  • Teamwork and interpersonal skills.
  • Willingness to learn and stay updated with industry trends.
  • Qualified with an undergraduate degree in quantity surveying, commercial management, or related field.
  • Minimum of 7 years of relevant experience.
  • Strong English communication and time management skills.
