About the Role

The role is based within Compliance Review team and reporting to the Head of Compliance Review. The Manager of Compliance Review will execute independent, risk-based compliance reviews and thematic assessments across ARBM, ensuring regulatory and Shariah compliance. The role also drives compliance review planning, methodology enhancements, and may support QA reviews as needed.

What will you do:

  • Assist in developing risk-based review approach and testing program for each review.
  • Perform adherence review & testing review in accordance to methodology in a timely manner.
  • Prepare quality work papers, reports and presentation materials.
  • Responsible to ensure reports and review documentation are concise, accurately convey the issues identified and make appropriate recommendations to mitigate the risks in a timely manner.
  • Strengthen compliance review forward planning through comprehensive risk-based analysis, including developing compliance risk heat maps, conducting gap/trend analysis and mapping completed reviews against applicable regulatory requirements to identify areas of under-coverage and shape forward looking planning for risk aligned compliance review plan.
  • Lead ad-hoc and thematic reviews (eg. RMIT and other emerging risk areas impacted ARBM) triggered by regulatory developments, Board priorities, internal incident trends, or cross-functional discussions.
  • Ensure timely execution of out-of-cycle reviews to support agile risk management and dynamic regulatory responsiveness.
  • Assist in providing periodic updates to Senior Management and the Board (including Shariah Board) on compliance review findings.
  • Assist in the development of the annual Compliance Plan.
  • Maintain oversight on Management Action Plans and monitor remedial actions taken.
  • Assist Head – Compliance Review in ensuring timely reporting and feedback to BNM, regulatory agencies, ARBM senior management and the Board (including Shariah Board).
  • Assist Head – Compliance Review in preparing periodic report on review status and escalate issues to the Executive Committee, Executive Risk Management Committee and Board Risk and Compliance Management Committee and Shariah Board.
  • Ability to understand the importance of privileged and confidential information.
  • Ensure strict confidentiality of Information at all times.
  • Develop and maintain standardized review tools, including templates, working paper formats, and testing guides to ensure consistency and quality between compliance review and AML QA functions.
  • Support enhancement of the compliance review methodology, review program, and templates in response to evolving regulatory expectations and internal improvements.
  • Assist Head – Compliance Review in recommending to Senior Management remedial actions for implementing Compliance related requirements, arising from review exercise.
  • Work with business and support departments to emplace processes to enable compliance with regulatory requirements.
  • Cooperate and assist officers of various Regulatory Agencies.
  • Contribute to the ongoing Compliance and bank wide initiatives.
  • Identify areas requiring attention/strengthening and recommend changes and improvements in line with industry standards and applicable regulations with regard to compliance and regulatory changes.
  • Lead the development and maintenance of designated central Compliance Review Tracking system to monitor review progress, review milestones, action plan status, and closure evidence.
  • Ensure all records pertaining to Compliance are properly and securely maintained and up to date.

Skills, certifications and experience you possess:

  • Bachelor’s Degree in Finance/Accountancy/Banking or equivalent.
  • Possess at least 5 years in compliance, AML, QA (specialization in transaction monitoring, name screening and CDD), audit or relevant role.
  • Certificates in Compliance or related field will be an added advantage
  • Professional Accreditation, at minimum Certificate of Anti-Money Laundering and Counter Financing of
  • Terrorism (Asian Institute of Chartered Bankers, AICB).
  • Professional Accreditation, at minimum Certificate of Anti-Money Laundering and Counter Financing of Terrorism (Asian Institute of Chartered Bankers, AICB).
  • Has sound understanding of AML/CFT, regulatory compliance and Shariah requirements and processes.
  • Good knowledge and understanding of banking laws and regulations
