Salary Administration: Oversee end-to-end monthly payroll processing cycle and claims reimbursements, ensuring accuracy, compliance with Malaysian labour law. Manage payroll-related tax reporting, deductions, and compliance with LHDN regulations (e.g., EPF, SOCSO, EIS, PCB), and timely disbursement. Maintain HRIS and payroll systems, ensuring data integrity and efficient reporting.
Bonus, Increment & Promotion (BIP) Reviews: Manage the annual salary review process, including salary merit increases and adjustments, promotions & upgrading. Coordinate salary surveys, analyze salary data trends, and make recommendations for salary adjustments to maintain internal equity and external competitiveness.
Achievement Awards: Lead the annual Staff Achievement Awards, and Long Service Awards exercise for the University Day to recognise and reward deserving staff.
Benefits Administration: Administer employee benefits programmes, including health insurance, retirement plans, leave policies, and wellness initiatives in accordance with Malaysian statutory requirements.
Job Evaluation: Ensure proper job classification, pay structure management, and salary adjustments based on market analysis and internal equity.
Budget: Collaborate with HRBPs, Systems & Data Analytics team, and finance teams to manage budgeting, forecasting, and cost analysis related to compensation and benefits.
Policy Development: Develop, implement, and communicate compensation and benefits policies, procedures, and guidelines to ensure consistency, fairness, and compliance with legal and regulatory requirements. Provide guidance and support to HR staff, managers, and employees on compensation and benefits matters.
Audit, Compliance and Reporting: Conduct regular audits of payroll and benefits processes to identify and resolve discrepancies. Stay current on local laws, regulations, and best practices related to compensation and benefits. Ensure compliance with applicable laws, such as the Employment Act 1955, Income Tax Act 1967, EPF Act 1991, SOCSO Act 1969, PSMB Act 2001 (HRDF), etc. Prepare and file required reports and disclosures as necessary.
Employee Services, Communication and Education: Serve as the primary liaison with HRBPs, benefits providers, negotiating contracts and resolving employee concerns. Educate and service employees on compensation and benefits policies through training sessions, communication materials and HR Helpdesk. Communicate effectively with employees about compensation and benefits programmes, policies, and changes.
Performance Management Integration: Collaborate with HRBPs and business leaders to align compensation and benefits programmes with performance management processes, talent development initiatives, and organisational priorities. Link pay and rewards to individual and organizational performance objectives.
Compensation Strategy: Execute compensation strategy aligned with the university's overall HR and organisational goals. Conduct market research, benchmarking, and analysis to ensure competitive pay practices across faculty, staff, and administrative positions.
Others: Any other duties as assigned by the Management.
Job Requirement
Bachelor's degree in Human Resources, Accounting, Business Administration, or related field (Master’s preferred).
Professional certifications are an advantage.
Minimum 10 years of experience in compensation, payroll, and benefits administration, of which 3 years in managerial capacity preferably in an academic or private sector setting.
Experience working with Malaysian payroll software, HRIS, and benefits platforms.
Expertise in payroll processing, benefits administration, and tax compliance within Malaysia.
Strong knowledge of Malaysian labour laws, statutory benefits (EPF, SOCSO, EIS, IRB), and regulatory requirements.
Proficiency in HRIS, payroll software, and compensation benchmarking tools.
Experience in job evaluation, salary structuring, and performance-based pay systems.
Ability to conduct payroll audits, identify discrepancies, and implement corrective actions.
