Job description

ROLE PURPOSE

Manage and supervise climate data projects and initiatives which includes advocacy with stakeholders, data sourcing, climate analytics, and contributions to JC3 and NGFS to address the climate and environmental data gaps, for purposes of managing climate and environment-related risks within the Bank and financial sector.

PRINCIPAL ACCOUNTABILITIES

Advocacy

  • Stakeholder Engagement: Engage with internal and external stakeholders, including ministries, government agencies, financial institutions, regulators, and industry bodies, to advocate for the importance of open climate data and contribute to improve national climate data compilation.
  • Collaboration with Industry Groups: Represent the organisation in industry forums, working groups, and task forces, including JC3 and NGFS, in addressing climate data gaps.

Data Sourcing

  • Identification of Data Needs: Identify and prioritise climate and environmental data needs in collaboration with cross-functional teams, focusing on data that is critical for managing climate risks within the financial sector.
  • Data Acquisition: Source and acquire relevant climate-related data from various internal and external sources, ensuring data integrity, accuracy, and reliability.
  • Data Management: Provide or maintain databases/system that store and process climate-related data, ensuring accessibility to the Bank’s internal users and for Data Catalogue and certain databases, provide access to financial sector

Supports/Collaboration with internal and external stakeholders

  • Implementation of Bank’s Policy/Framework - Collaborate and support the line departments in the implementation of the Bank’s policy and framework such as Climate Risk Stress Testing (CRST), Climate Risk Management and Scenario Analysis (CRMSA) and Climate Change and Principle based Taxonomy (CCPT) particularly on the data needs and consultation such as flood modeling GHG emissions mapping.

Climate Analytics

  • Plan, manage and execute the development and delivery of climate analytics data products such as libraries and spreadsheet tools (e.g. downscaled version of global climate resources to national level resources, flood maps, sectoral mini database for insurance/takaful, green finance and investment, energy and electricity, correspondence table for related standards such as IPCC and ISIC).
  • Plan and drive and execute efforts with line departments on their climate analytical needs, including but not limited to – data understanding (e.g. using machine learning (ML) or natural language processing (NLP) to assess firm’s climate related disclosures), big data processing (e.g. satellite remote sensing), geospatial analytics (e.g. spatial analysis of physical and nature risk) and futuretooling (e.g. tool for physical risk assessment).

Contribution to JC3 and NGFS

  • Perform Secretariat role to support JC3 Sub-committee 5 (Bridging Data Gaps) to achieve its mandate to improve climate data availability, accessibility and comparability.
  • Develop, maintain JC3 Climate Data Catalogue and carry out outreach programs to create awareness and promote usage.
  • Represent the Bank in NGFS data-related initiatives and support Director who is co-chairing the Expert Network on Data.
  • Contribute to data-related areas in relevant initiatives, working group, forums on climate change that the Bank organises or has been invited to participate in.

Provide coaching and feedback to staff and identify training opportunities to help them develop their potential and further enhance their productivity. Plan and allocate appropriate resources based on the work volume to ensure fair distribution of work amongst officers in the Unit.

QUALIFICATIONS

  • Academic qualifications: Bachelor’s degree in environmental science, Climate Studies, Data Science, Economics, Finance, Statistics or any related field.
  • Experience: At least 5 years of working experience in data analytics within the financial sector or related fields.
  • Experience in climate risk management, sustainability or environmental policy, climate-related projects or initiatives, particularly those involving data analysis or stakeholder engagement is an advantage.
  • A Malaysian candidate.
