Job description

Job Purpose

Responsible for managing, scheduling, directing and controlling the activities of section under S&C Department in the provision of safe, efficient and cost effective maintenance and repair of Communication equipment (e.g Lead and Manage Section Employees, Control Section Budget, Human Resource Issues & Training, Planning, Development & Maintenance). Ensuring effective supervision and coordination of all rail maintenance programs and activities within a delegated section to achieve department’s and SBU-Rail Engineering Division’s objectives, and to promote Engineering’s role as a Business Partner to Operations and other Divisions/Department towards the achievement of SBU-Rail’ strategic objectives.

Key Accountabilities

Planning

• Planning and monitor with maintenance scheduler in planning section yearly maintenance schedule to support Head of Department to achieve safe system availability target and efficiency.
• Planning and manage maintenance allocation of resources i.e. manpower and workshop capacity to ensure optimal productivity and cost effective of maintenance in order to achieve rail engineering division’s strategy and company strategy.
• Plan effective improvement activities for present and future development of system to reduce failure and achieve rail engineering division’s strategy and company strategy.

Stockholder Perspective

• Assist Head of S&C to establish and leverage relationship with agreed key stakeholders namely APAD, MRTCORP and external parties in order to build up good reputation among the parties.
• Organize investigation activities with regards to the S&C equipment failure that causing service disruptions to uphold the confidence level of the stakeholders on the MRT’s service reliability.
• Ensure the serviceability of tools and machineries in compliance with statutory requirements to conform their accuracy and safety to be used.

Operations

• Formulate and conduct the section maintenance system program and strategy (e.g. Sub-system – RADIO, WDCS, FSCADA, CCTV, PAPIDS and ETC) to support Head of Department/Senior Manager to achieve safe train service/operation system availability target and efficiency.
• Evaluate and verify all Communication technical specification of purchase material and parts to ensure cost effective and quality as per requirement to achieve safe train service/operation system availability target and efficiency.
• Lead and manage Communication employees i.e. acquisition of training, appointment and development to support/assist head of department to ensure it is in line with rail engineering division’s strategy and company strategy.

Customer Perspective

• Achieve and maintain a level of effective coordination with the operations division, and with other divisions/departments, to achieve division’s strategic objectives.

Financial Perspective

• Support/Assist Head of Department in planning and monitoring section operating expenditure, capital expenditure and fixed asset requirement to ensure it is in line with rail engineering division’s strategy and company strategy.
• Monitor and approve overtime work by supervisor, lead-hand and technician to ensure it is in line with rail maintenance division’s strategy and company strategy.

People

• Manage and delegate works to subordinates the coordination of work at site for signaling units and contractors/vendors to ensure compliance with required specification, quality and safety standard for safe train service/operation system availability target and efficiency.

Qualifications, Skills & Knowledge

• Bachelor's Degree in Engineering Electronic or equivalent.
• Minimum 7 years working experience or any engineering discipline with minimum 4 years working experiences in RAIL with deep knowledge and exposure in the maintenance activities.
• High degree of safety conscious and integrity.
• Highly organised with superior problem-solving and analytical abilities.
• Experience in Rail Maintenance activities especially in electronic and/or electrical subsystem, electronic and Electric equipment, Signaling system, Platform Screen Door (PSD), Communication systems, SCADA system and logistic support.
