Be the change agentin designing, establishing, and operating IT asset management service
in the Central Bankof Malaysia to optimise the value, cost and risk of IT asset life cycles.
JOB ACCOUNTABILITIES / KEY RESULTAREA
- Lead IT Asset Manager project implementation andcollaborate with appointed consultant to establish ITAM framework andprocesses, design operating model and its staffing, and its transition tooperation.
- Develop and enhance methodologies and practices forIT asset life cycle management in line with best practice and practicalexperience as part of a cycle of continuous improvement.
- Ensure that IT acquisition and disposal processes(including those of external service providers) are conducted in line withcorporate social responsibility, environmental and technical policies andapplicable standards and legislation.
- Provide asset management data to supportpreparation of business cases and project budgets to ensure that they complywith corporate policies, applicable standards and legislation.
- Implement and manage production of IT asset lifecycle management status reporting, metrics and benchmarks, while enforcingmitigation and remediation activity
- Advise the relevant project, program,infrastructure and application portfolio managers on asset strategies andrecommend actions to optimize the IT asset portfolio.
- Develop, maintain and support the staff, processesand ITAM tools with appropriate cross -department collaboration and system-integration of non-ITAM sources necessary to identify and optimise currentand emerging ITasset life cyclecosts and risks to the organization. Be theclearing house of IT asset data.
- Be responsible for the day-to-day management of thecore IT asset management team, including staffing, budgeting and other relevantmanagement functions required to hold all ITservice delivery teams accountablefor optimizing thecost, risk andva lue of IT assets throughout their life cycle.
Oversee all activities that optimize the value, cost and risk of ITasset life cycles.
Supervise the department’s response to the following activities inconsultation with relevant stakeholders:
- Software vendor audits or license validationrequests.
- Financial audit requests regarding the value, costsand risks associated with IT assets
- Provision of input and data in support ofprocurement activity, including device, installation, usage (or other licenseor subscription metric information) and demand data needed to ensure accuratevolume purchasing.
QUALIFICATION& COMPETENCIES
- Academic Qualifications:Min bachelor degree in finance, IT, engineering, business management, legal or relatedfields
- Experience: At least 8years hands on experience in IT asset life cycle management. Proven experiencein managing software vendor audit and ability to adapt to a highly regulatedworking environment is a plus.
TECHNICAL COMPETENCIES
- Have in-depth knowledge andexperience of the following:
- Financial accounting and reporting practices applicable toIT assets, costs and risks.
- Engagementwith procurement, legal, tax and accountancy advisors to qualify any potentialissues identified.
- IT contracts and their likely cost implications through theIT asset life cycle.
- IT applications, operations, service and support organizations.
- Data processing, analysis and quality management tools.
- Development and implementation of processes and policies.
- Strong analytical, data processing andproblem-solving skills.
- Ability to work as an individual contributor,manage resource in matrix reporting environment, and demonstrated experience inmanaging vendors for IT asset management
- Demonstrated experience in managing software vendoraudit
