The Human Resource Business Partner (HRBP) at the Manager level serves as the primary HR liaison for designated faculties, departments, schools or healthcare within the university. This role delivers end-to-end HR partnership by supporting recruitment, employee relations, talent planning, and operational HR services, while leveraging support from university-level HR Operations such as HR Services & Analytics, Compensation & Benefits, Training & Development. The HRBP collaborates closely with academic and administrative leaders to provide people solutions that align with institutional goals.

Job Responsibilities:

1. Strategic HR Partnership

Act as the trusted HR advisor to Deans, Directors, and Heads of Department.

Align HR strategies with faculty/departmental needs and the university’s overall strategic priorities.

Partner with business units to develop workforce plans and staffing forecasts.

2. Talent Acquisition & Onboarding

Manage end-to-end recruitment for assigned units, including job scoping, selection, and offers.

Work with hiring managers to ensure timely and quality hiring aligned with university standards.

Coordinate with HR Operations on onboarding and contract management.

3. Employee Engagement & Experience

Support initiatives that enhance employee engagement, recognition, and well-being.

Conduct 1st month interviews, exit interviews, and employee check-ins to identify experience trends.

Partner with HR Operations to address survey results or engagement gaps.

4. Performance & People Management

Support the annual performance management cycle by coaching line managers.

Guide the handling of underperformance and development interventions, eg. PIP.

Provide advice on succession planning and internal mobility.

5. Employee Relations & Policy Compliance

Manage day-to-day HR matters including grievances, coaching and minor disciplinary issues, supported by the IR Unit.

Ensure consistent interpretation and application of HR policies and employment law.

Escalate complex IR or compliance matters to the central IR team or CHRO.

6. Operational HR Support

Maintain up-to-date organisational charts and workforce records for assigned units.

Partner with HR Operations to ensure accurate contract issuance, leave management, and recordkeeping.

Facilitate workforce movements such as secondments, contract renewals, and resignations.

7. Collaboration with HR Operations (C&B, T&D, IR, Services & Analytics)

Liaise with C&B on job evaluations, offers, and benefits clarification.

Work with T&D to identify training needs and implement development initiatives.

Coordinate with Services & Analytics team for people metrics and reporting.

Coordinate with the Accreditation & Contract Management team for programme accreditation and contract renewals.

Any other matters as directed by the Management

Job Requirement:

Bachelor’s degree in Human Resource Management, Business, Psychology, or a related field.

At least 5–8 years of HR generalist or HRBP experience, preferably in an education or service-oriented environment.

Knowledge of Malaysian employment law and HR best practices.

Experience supporting or partnering with multiple business units or departments.

Focused on delivering outcomes, meeting deadlines, and aligning HR services with university objectives.

Experience with performance frameworks, KPIs, and coaching managers through the review process.

Able to support organisational change initiatives including restructuring, cultural shifts, and transitions.

Maintains professionalism and focus under pressure or when facing resistance.
