Job Description

Organisational Structure & Planning

  1. Involve in yearly budgeting and manpower planning development.
  2. Working closely with the other department’s manager to ensure the effective flow of resources throughout the business, adhering to the specific needs of each department.
  3. Facilitate succession planning development.

Manpower Cost Management

  1. Manage staff cost (i.e. negotiating remuneration package based on market rate).
  2. Development of increment/ bonus scheme.

Benefits and Compensation

  1. Lead HR projects such as compensation plans and reviews.
  2. Measure the effectiveness of our benefits programs and recommend improvements.
  3. Track key HR metrics like cost per hire, retention rates and comparison to market rates.
  4. Managing staff benefit, wellness program, recognition award, and instill positive working environment.

Recruitment

  1. Ensure adequacy of manpower and timely hiring of manpower required.
  2. Ensure recruitment of suitable personnel with proper due diligence conducted (i.e. background check, financial check, etc).
  3. Construct, review and update employment contracts/agreements and terms and conditions.
  4. Preparation of job description.

Resignation and Termination

  1. Track key HR metrics like retention and attrition rates.
  2. Establish programme or processes for proper handover (i.e. asset, task, IT system access, etc).
  3. Conduct exit interview to analyse the root cause of employee departure for development of employee retention programme.

Personnel File Management

  1. Establish proper documentation system to facilitate the completeness of employee records safekeeping.
  2. Review and approve correspondences and agreement and distribution of the letters.

Payroll Processing

  1. Oversee payroll function by monitoring timeliness and accuracy of payroll.
  2. Approve and upload payroll entries to banking portal for payment.

Leave and Attendance

  1. Oversee staff attendance.
  2. Approve leave application.

Performance Appraisal

  1. Oversee and establish formal performance evaluation systems that is aligned with yearly bonus scheme (KPI development for departments and personnel).
  2. Facilitate performance evaluation (i.e. confirmation appraisal, annual evaluation).

Training and Development

  1. Facilitate talent development by ensuring that all personnel are adequately trained to carry out their scopes of work.
  2. Coordinate employee training, employee development initiatives.
  3. Identify training and competency gaps in all personnel and oversee the competency management policies of the company.

Compliance Management

  1. Providing HR support and advice on wide range of HR and HR compliance matters.
  2. Advise on general and local HR laws and manage HR issues in all areas of the company.
  3. Secure compliance of business operations with relevant laws and regulations.

Employee Relations

  1. Manage matters concerning employees’ disciplinary, misconduct investigation, and conducting domestic inquiry when necessary.

Anti-Bribery and Anti-Corruption Management

  1. Ensure compliance with Malaysian Anti-Corruption Commission Act by enforcing implementation of adequate procedures.
  2. Ensure conduct of conflict of interest declaration on an annual basis.

Foreign Worker Management

  1. Oversight on the status of foreign workers application, permit renewal, and all other related requirements.

Management of HR Department

  1. Advising on contractual HR frameworks and review of terms and conditions with advice to management on suggested applicability and impact on business.
  2. Anticipate the legal risks connected with or resulting from HR matters.
  3. Establish protocols for HR related matters.
  4. Oversee and supervise work of HR personnel.

Information Technology System

  1. Facilitate IT setup (i.e. computers, access card, system access, email access) for new employees.
  2. Facilitate removal and deactivation of relevant access upon employee departure.

Health and Safety

  1. Lead in all company HSE initiatives, reviews and audits (if HSE function not available).
  2. Participate in all company HSE initiatives, reviews and audits.
  3. Participate in and support the investigation of any HSE incidents.

Others

  1. Represent the company as required in liaison with employees, business units and clients.
  2. Perform any other ad-hoc tasks assigned by superior from time to time.
