Role Overview
As our HR Partner based in Penang, you’ll be the compliance champion and workforce strategist who ensures our operations run smoothly, ethically, and with a human touch. You’ll lead hands-on RBA compliance and audit readiness, manage third-party employment agencies (TPEAs), oversee foreign-worker processes and lodging, and partner with business leaders to build a high-performance culture.
Key Responsibilities
1. RBA Compliance & Audit Readiness
- Maintain and continuously improve our Responsible Business Alliance (RBA) program—update policies, deliver training, and drive corrective-action plans.
- Lead internal and external audits: compile evidence, host site walkthroughs, track findings and ensure timely closure.
- Partner with cross-functional teams to embed RBA best practices into daily operations.
2. Third-Party Employment Agency (TPEA) Management
- Source, negotiate and manage contracts with recruitment agencies; set and monitor KPIs (fill-rates, quality, cost-per-hire).
- Conduct quarterly business reviews with TPEAs, implement performance-improvement initiatives and ensure SLA compliance.
- Maintain a healthy agency roster and manage compliance documentation.
3. Foreign Worker Administration
- Oversee end-to-end foreign-worker lifecycle: work permits, visa renewals, quota management and relocation support.
- Liaise with immigration authorities, ensuring 100% alignment with Malaysian labor and immigration regulations.
- Design induction and welfare programs to integrate foreign hires effectively.
4. Hostel & Accommodation Management
- Manage company-provided hostels/dormitories: allocations, occupancy tracking, maintenance and EHS compliance.
- Perform regular inspections, address welfare concerns and organize wellbeing activities for residents.
- Maintain up-to-date records on room assignments, facilities usage and compliance checks.
5. Employee Relations & Disciplinary Management**
- Act as the first point of escalation for employee relations issues: investigations, conflict resolution, and case documentation.
- Design and implement a fair, transparent disciplinary framework in line with legal and company policies.
- Train managers on performance counseling, progressive discipline, and positive employee engagement techniques.
6. Specialized Recruitment – Manufacturing Specialists
- Partner with production leaders to define job requirements, competency profiles and success metrics.
- Drive end-to-end hiring: sourcing, screening, interviewing and onboarding Manufacturing Specialists.
- Leverage TPEAs, industry networks and internal channels to attract top technical talent.
Required Qualifications
- Bachelor’s Degree in Human Resources, Industrial Relations, Business Administration or related field.
- 5–7 years of progressive HR experience, including hands-on RBA or ethical-compliance program management and audit coordination.
- In-depth knowledge of RBA Code, Malaysian labour & immigration laws, and audit methodologies.
- Strong stakeholder management—able to influence at all levels and build trusted partnerships.
- Excellent project-management skills, data-driven mindset and attention to detail.
- Good communication skills in English and Bahasa Malaysia
