Job summary

City University Malaysia in Cyberjaya, Selangor, seeks an HR Manager to oversee HR operations including recruitment, onboarding, payroll, leave, benefits, and employee records.

You will lead the HR team, ensure policy compliance with MOHE/MQA rules, coordinate documentation with academic leaders, manage contracts and performance reviews, and drive HR systems for accurate data and timely service.

Responsibilities

• Oversee and manage HR operational activities including recruitment operations, onboarding, induction processes, payroll related, leave management, benefits, staff welfare and employee records.
• Ensure HR policies, procedures and practices are implemented consistently and comply with statutory regulations.
• Prepare, review and monitor HR reports, including payroll, performance appraisal outcomes, and manpower reports.
• Manage staff contracts, renewals and letters of appointment (LOA) for academic and non-academic staff.
• Coordinate with relevant stakeholders on HR-related documentation such as adjunct professors, Heads of Programme (HOP), Deans, Deputy Deans, external assessors, advisors and its related.
• Support and administer annual performance appraisal exercises and contract renewals.
• Develop and maintain effective HR systems and ensure accurate data management.
• Lead and supervise the HR operations team to ensure timely and accurate delivery of HR services within the timeline of 24 hours delivery.
• Act as a liaison between management and staff to address HR-related queries, resolve issues, and foster a positive working environment.
• Contribute to HR projects, related audit compliances, and initiatives aimed at improving efficiency and employee experience.
• Lead and supervise payroll processing to ensure accuracy, timeliness, and compliance with statutory deductions (EPF, SOCSO, EIS, PCB, etc.)
• Review and reconcile monthly payroll reports, ensuring proper documentation and approvals.
• Prepare and monitor HR reports such payroll summaries, manpower reports, TMM reports, and performance appraisal outcomes.
• Responsible for creating, implementing, and monitoring Key Performance Indicators (KPIs) for both academic and non-academic staff to ensure alignment with the university’s strategic objectives.
• Oversees academic compliance matters, including the administration of teaching permits and ensuring adherence to higher education regulatory requirement such MOHE, MQA and other related.
• Become the liaison of ISO matters and its documentation.
• Perform any other duties required by the Management, if any.
• Based in Cyberjaya, reporting to Head of Department
