Job Responsibilities

JOB DESCRIPTION


Administer and execute the Human Resources and Administration functions related to UEMS MY employees seconded to EMSB (secondees), ensuring compliance with the Secondment Agreement, and acting as a key liaison between the company and relevant stakeholders.

Payroll Coordination & Documentation

  • Manage end-to-end secondees management in the payroll system (BIPO).
  • Process monthly payroll, ensuring accuracy in salary calculations, overtime, bonuses, and deductions.
  • Verify timesheets, attendance records, and leave balances before payroll completion.
  • Ensure all payroll transactions comply with company policies and statutory requirements.
  • Collaborate with UEMS MY Payroll, HR Services, and Finance teams for accurate salary, allowances, and deductions processing as per the secondment agreement.
  • Generate payroll reports for management, finance, and audit purposes.
  • Maintain accurate payroll records and ensure confidentiality of employee information.
  • Assist in payroll audits and provide necessary documentation when required.
Statutory Contributions & Compliance

  • Ensure accurate deductions and contributions for EPF, SOCSO, EIS, PCB, and other statutory requirements.
  • Prepare and submit statutory payments and reports within deadlines.
  • Stay updated with changes in payroll-related laws and regulations to ensure compliance.
Training & Performance Management

  • Handle HRDC Grant & Claim submissions and coordinate with UEMS Training.
  • Coordinate training-related matters.
  • Manage employee annual appraisals and PIP matters.
Employee Benefits & Allowances

  • Process claims and allowances such as overtime reimbursements, travel allowances, and incentives.
  • Administer secondees' benefits, ensuring correct calculations and payments.
  • Handle secondees' queries regarding payroll, deductions, and benefits.
  • Serve as a point of contact for employee inquiries related to compensation and benefits.
  • Manage and administer employee benefits programs, including health insurance, retirement plans, and wellness initiatives.
  • Communicate benefits information to employees and provide guidance on benefits-related queries.
Secondment Administration & Compliance

  • Manage recruitment activities for Supervisor and Assistant Supervisor positions.
  • Maintain updated records of all secondees, including contracts, tenure, and entitlements.
  • Ensure compliance with employment laws, secondment terms, and policies.
  • Ensure proper documentation, tracking, and adherence to secondment agreements in line with company policies.
Employee Liaison & Support

  • Act as the primary contact for secondees, addressing queries regarding terms, benefits, and administrative matters.
  • Coordinate onboarding, induction, and exit processes for secondees.
  • Handle grievances and escalations related to secondment arrangements in collaboration with HR.
  • Coordinate employee engagement activities and budget as needed.
  • Perform any other duties assigned by the immediate superior.
Stakeholder Coordination

  • Liaise with home and host organizations for smooth secondment execution.
  • Coordinate with legal and HR teams for contract renewals, amendments, and terminations.
  • Support reporting requirements related to secondment arrangements for internal and external stakeholders.
Reporting & Documentation

  • Maintain detailed reports on secondees, including performance reviews, contract status, and financials.
  • Prepare reports and updates for management.
  • Ensure proper filing and documentation of secondment correspondence.
CLS Support

  • Support Cleansing Services (CLS) operations to enhance efficiency and productivity.
  • Ensure compliance with Ministry of Health (MOH) requirements while optimizing financial and operational performance.
  • Assist with addressing stakeholder operational needs.
Job Requirements

  • Bachelor's Degree in Human Resources, Business Administration, or relevant discipline.
  • 1 to 3 years of experience in the Healthcare industry.
  • Ability to interact with all levels of personnel.
  • Independent and team-oriented work attitude.
  • Experience with BIPO system is an advantage.
