A leading non-governmental organization is seeking an HR Executive to develop recruitment strategies, manage the full cycle of hiring, and lead learning and development initiatives. The ideal candidate will have a background in human resources and a passion for nurturing young leaders. This role involves collaborating with universities and maintaining HR compliance while fostering organizational culture.
Develop and implement recruitment strategies to attract diverse, qualified candidates
Manage full recruitment cycle from job posting to onboarding
Conduct initial screening interviews and coordinate with hiring managers
Maintain candidate databases and recruitment metrics
Build relationships with universities, professional associations, and community networks
Ensure compliance with Malaysian employment laws and regulations
Develop employer branding initiatives to attract mission-driven professionals
Learning & Development
Design and implement comprehensive training and development programs
Conduct training needs assessments across all organizational levels
Develop orientation programs for new staff and volunteers
Create capacity building programs aligned with NGO sector requirements
Coordinate external training opportunities and professional development
Manage training budgets and vendor relationships
Evaluate training effectiveness and ROI
Maintain training records and compliance documentation
General HR Support
Support employee engagement and retention initiatives
Assist with performance management processes
Maintain employees records, database, HR policies and procedures
Support diversity, equity, and inclusion initiatives
Contribute to organizational culture development
Required Qualifications
Education & Experience
Bachelor's degree in Human Resources, Psychology, Business Administration, or related field
Minimum 3-5 years of HR experience, preferably in NGO or non-profit sector
Experience in recruitment and learning & development functions
Technical Skills
Proficiency in HR Information Systems (HRIS) and applicant tracking systems
Strong knowledge of Malaysian employment laws and regulations
Experience with learning management systems (LMS)
Proficient in Microsoft Office Suite and Google Workspace
Social media and digital recruitment platform expertise
Language Requirements
Fluency in English and Bahasa Malaysia (written and spoken)
Preferred Qualifications
Professional HR certification (SHRM or Malaysian Institute of Human Resource Management) is advantage
Experience in NGO, social sector, or mission-driven organizations
Background in adult learning principles and instructional design
Project management certification or experience
