Job description

Position Summary:

The HR & Admin Manager is responsible for overseeing the full spectrum of human resource and administrative functions to ensure operational efficiency, regulatory compliance, and employee engagement across the organization. This role leads the implementation of HR strategies covering manpower planning, recruitment, payroll, compensation and benefits, performance management, employee relations, training and development, and compliance with Malaysian labour laws. Additionally, the manager oversees general administration, including vendor management, expatriate and foreign worker coordination, facility management, and EHS programs. Acting as a key liaison with government agencies and internal stakeholders, the HR & Admin Manager plays a vital role in shaping a productive, compliant, and positive workplace environment aligned with company goals.

Key responsibilities:

Human Resources

  • Serve as the primary liaison with government agencies to ensure full compliance with regulatory requirements, particularly those related to manpower utilization and operational commitments.
  • Oversee the administration of compensation, benefits, performance management systems, occupational safety and health, and employee welfare programs.
  • Provide accurate and timely information to current and prospective employees regarding company policies, job responsibilities, working conditions, wages, promotion opportunities, and benefits as outlined in the Employee Handbook.
  • Periodically review and update the Employee Handbook to ensure competitiveness within the industry and support employee retention.
  • Administer disciplinary procedures, including conducting domestic inquiries, counseling sessions, and resolving employee disputes.
  • Analyze and revise compensation and benefits policies to establish competitive packages and ensure compliance with all applicable legal requirements.
  • Develop and communicate clear policies and guidelines to foster a positive work culture aligned with organizational goals.
  • Act as a key intermediary between management and employees, handling inquiries, interpreting and enforcing contracts, and resolving work-related issues.
  • Plan, direct, and coordinate the activities of subordinates and HR staff related to employment, compensation, labor relations, and employee engagement.
  • Ensure timely processing of monthly payroll and submission of statutory documents.
  • Plan, implement, and oversee employee training and development initiatives, ensuring optimal utilization of HRDC funds to support workforce capability and growth.
  • Maintain and manage personnel records and prepare statistical reports on key HR metrics such as new hires, transfers, performance evaluations, medical leave, and absenteeism.
  • Analyze HR data and trends to identify root causes of personnel issues and recommend improvements to company policies and practices.

Administration

  • Administer vendor contracts and ensure quality service delivery in areas such as food services, transportation, cleaning, and security.
  • Manage all aspects of expatriate administration, including applications, renewals, repatriation, accommodation, transport, and compliance with immigration and related agencies.
  • Ensure a safe, clean, and secure working environment for all employees.
  • Guide and supervise staff in the administration of foreign worker matters such as application processes, contract terminations, housing, and transportation.
  • Oversee general administrative duties, including service providers such as canteen, cleaning staff, gardening, security, utilities, pest control, hygiene, vending machines, telecom, panel clinics, hospitals, and GHS insurance.
  • Review and approve business travel and general claims to ensure compliance with internal policies and guidelines.
  • Prepare the annual administrative budget and present monthly reviews and updates during management meetings.
  • Coordinate and supervise company events to ensure effective planning and execution.
  • Administer Safety, Health, and Environment (EHS) programs in collaboration with the Safety Officer, ensuring compliance with legal requirements and reporting bodies.
  • Perform other ad-hoc tasks as assigned by senior management or the immediate superior.

Requirement And Qualification

  • Possesses excellent interpersonal and communication skills.
  • Well-versed in Malaysian labour laws (Employment Act 1955, Industrial Relations Act 1967) and industry best practices, including regulations related to safety and the environment.
  • Demonstrates strong character, mature judgment, and the ability to maintain positive working relationships across all levels of the organization.
  • Holds relevant qualifications and possesses substantial experience in human resource functions, with a sound understanding of government procedures and requirements.
  • Knowledgeable in Quality Management Systems (QMS) and Environmental Management Systems (EMS), particularly in relation to managerial responsibilities and authority.

Base Salary: MYR10,000 – MYR12,000 per month
